The capacity of societies and groups to reach consensus and collaborate towards common goals is what gets them out of poverty. Societies that lose that capacity, also lose ground. This capacity is knowledge that can be created, improved and transfered (or it can be lost). This requires investing in the institutions, the processes and the people that make it possible.
