México still has very poor supervisory control over small svaings and loans coops ("cajas de ahorro") that are mostly used by the Mexican rural poor. Mr. Meade and Hacienda´s staff should be more active on watching over this local Mexican lack of rule of law. Also Mexican insurance companies perform very poorly as they have all the lobyying power on their side so that costumers are frequently let down on what the insurers promised. I recognize thar some insurance costumer have made scams on the past -but that is the other side of the same coin: poor regulatory performance. The fact that Mr Meade has attended such fine colleges doesn´t per se guarantees that his behavior as a public officer has is unbiased and fair. José María Villalobos
