The World Bank Group got the go-ahead on a new strategy aimed at repositioning itself to better tackle its two goals: ending extreme poverty by 2030 and boosting shared prosperity. The strategy aims to more efficiently and effectively leverage finances, technology, and talent to provide customized development solutions for client countries. In a communiqué at the close of the Annual Meetings, the Development Committee said it “strongly endorsed” the plan. The committee said the Bank Group has an important role to play “in delivering global development results, supporting countries with their specific development challenges, and helping them eradicate poverty and build resilience to future financial, economic, social, and environmental challenges.” Read the communiqué and article.
A new paper updated the Development Committee on the gender equality agenda at the World Bank Group. In the past year, all of the Bank’s country assistance strategies were “gender-informed,” and the total share of gender-informed lending rose from 83% to 98% between FY12 and FY13. This translates into a dollar figure of almost $31 billion, notes the paper.
At least 80% of countries considered fragile or affected by conflict are home to valuable extractive resources that the global economy hungers for. Earth’s riches like oil, gas, and minerals often fuel conflict, trapping all but the elites in poverty amid vast wealth.
A high-level panel of industry experts and representatives from CSOs and resource-rich nations weighed in today on the challenges that define poverty or prosperity in a fragile country.
Fragile states endowed with natural resources have the chance to benefit from their transformational impact, said Sri Mulyani Indrawati, managing director and chief operating officer of the World Bank Group. "Success can mean stability and development, and failure can mean aid dependency,” she said.
Indrawati underscored the need to get things right — alluding to the recurrent discussion regarding the “resource curse.” “Our focus is on transparency, governance, and strengthening country capacity,” she said.
On transparency, panelist Clare Short, chair of the Extractives Industries Transparency Initiative, an international standard that ensures transparency around countries’ oil, gas and mineral resources, acknowledged that extractive resources “are very difficult to manage.”
The debate over how to ensure good health services for all while assuring affordability is nothing new.
However, it has recently acquired new impetus under the guise of Universal Health Coverage (UHC). Discussions around UHC are contentious and as Tim Evans recently pointed out, “a lot of the discussion gets stuck on whether financing of the system will be through government revenue, through taxes, or through contributions to insurance.”

When I hear stories like that of Jean Bosco Hakizimana, a Burundian farmer whose life was transformed by a cow, I get excited about the change we can all make. Jean Bosco’s income is improving, his kids are eating better, his wife has some nice clothes, and his manioc fields are yielding better harvests — all thanks to the milk and fertilizer from this one cow.
A similar story is playing out in more than 2,600 communities across Burundi, offering new life to a people once decimated by civil war. These community agricultural programs sponsored by the International Development Association (IDA), the World Bank’s fund for the poorest, show that development doesn’t have to be that complicated and that collective effort can make all the difference.
When I heard the news last autumn that 15-year-old Malala Yousafzai of Pakistan had been shot simply for standing up for her right as a girl to get an education, I was horrified.
It also reminded me how lucky I was.
When I was offered a rare scholarship to study abroad, it wasn’t acceptable for me, as a young married Indonesian woman, to live apart from my husband. My mother laid out two options: Either he would join me, which meant giving up his job, or I had to decline the offer.
I know it was her way to advocate for my husband to support me, which he did without hesitation. We both went to the United States to complete our master’s degrees. I combined it with a doctorate in economics, and we had our first child, a daughter, while we both were graduate students.
Imagine you are a leader of an African country and your entire government budget for the year is $1.2 billion.
That same year, an investor sells 51 percent of their stake in a huge iron ore mine in your country for $2.5 billion — more than double your annual government budget.
And imagine having ordered a review into mining licenses granted by previous regimes and knowing that the investor who made the $2.5 billion sale had been granted a mining license in your country for free.
It's what happened in Guinea. It's a story I heard Guinea's president, Alpha Condé tell the G8's trade, transparency and taxation conference in London. And it's a story I thought well worth sharing at the UN Security Council's meeting on fragile states and natural resources last week.
In community-driven development (CDD) projects, communities that have been given control over planning decisions and investment resources for development often decide to undertake small-scale infrastructure projects, such as rural roads, small bridges or schools. A project in Benin has demonstrated that schools built by communities can be built faster at lower cost than those built by outside contractors.
An assumption behind CDD is that communities with local knowledge of resources and environment are better positioned to figure out the best way to build their own public infrastructure in their interest. Indeed, there is some evidence that community-built infrastructure can be cheaper when compared to infrastructure built by government or outside contractors (for example, Wong (2012) introduces several cases of “CDD’s cost effectiveness as compared to equivalent works built through other government service delivery mechanisms”).
However, much of the available evidence comes from a comparison between “community-built infrastructure” and “other-entity built similar infrastructure” constructed at a different time. It is difficult to find, or to set up, an experiment where a set of identical infrastructure projects are built by both communities and others at the same time under similar conditions, and in numbers large enough to allow for comparison between outcomes.
In this regard, the recently completed National Community Driven Development Project (“PNDCC” in French) and the Fast Track Initiative (FTI) Education project in Benin present just this type of “natural experiment.”
The evidence tells us that malnutrition costs lives, perpetuates poverty, and slows economic growth. We now know that nearly half of all child deaths globally are attributed to malnutrition. I have seen in my own country, Indonesia, how stunting caused by malnutrition has diminished too many children’s futures before they even begin. Malnourished children are more likely to perform poorly in school and drop out earlier than their better-nourished peers, limiting their future earnings. Data from Guatemala show that boys who had good nutrition before age 3 are earning nearly 50% more as adults, and girls had a greater likelihood of having an independent source of income and were less likely to live in poor households.
Malnutrition diminishes not only the futures of individuals, but also of nations. Recent estimates suggest that as much as 11% of gross national product in Africa and Asia is lost annually to the impact of malnutrition. To end extreme poverty and promote shared prosperity, the world must commit to end child stunting due to malnutrition. I will be joining leaders from around the world in London this week to focus on this critical challenge.

Erdoğan konuşmasında "İnsanlığın karşı karşıya olduğu küresel tehditler ‘bana ne başkasından’ deme lüksünü ortadan kaldırıyor’” demiş ve eklemişti: “Biz sadece gövde taşıyan, gövdesinin üzerine kafa, o kafanın içinde beyin taşıyan fizyolojik varlıklar değiliz. Biz kalp, ruh ve vicdan taşıyoruz.”
