In China, Innovation in Water Rights Leads to Real Water Savings

China’s most arid regions are facing an increasingly serious water crisis, and local water policies often aggravate the problem. In such climates, growth in the agricultural sector has come with high environmental costs.

With the help of new technologies that measure real water consumption in agriculture, governments are designing innovative water rights systems that actually save water. Based on results from two successful pilots, the World Bank Group is partnering with China to tap into science to transform water management in agriculture at the national level.

For the last six years, a power plant in San Luis Potosi, Mexico has bought water from a nearby wastewater treatment plant to use in its cooling towers (instead of using freshwater). This operation, Project Tenorio, a public-private partnership, continues today and has already resulted in the reduction of groundwater extraction of at least 48 million cubic meters (equivalent to 19,000 Olympic size pools) and increased aquifer sustainability.
 
This is a good example of the water and energy nexus in practice: the wastewater treatment plant covers almost all of its operating costs from this additional revenue stream and the power plant gets a more reliable water source that is also 33% cheaper than groundwater in that area.  

Treated wastewater has been used to reduce the water requirements of power plants in several other countries as well, as water supply becomes more variable or disappears. In the US, for example, around 50 power plants are using treated wastewater for cooling in order to adapt to water shortages. However, innovative integrated approaches like these are still more of an exception than the norm.

World Food Day: Reggae, Food, and Water

For those of us who were teenagers in the 1980s, it is difficult not to remember the famous Live record released in 1983 by the reggae band UB40. Almost 30 years later I am still listening to their sound. As we mark World Food Day on October 16, I am reminded of one of the songs in that album, Food for Thought. In fact, I still remember some of the lyrics: "Eat and drink rejoicing, joy is here to stay." Drink, eat, and rejoice – a reminder of the link between water, food, happiness, well-being, and prosperity.

After an intense and exciting week in Stockholm for World Water Week, it is time to look back at some conclusions of the conference and the way forward for next year. I was in Stockholm as a “Lead Rapporteur” and reported in the closing plenary session on “Cooperation to achieve equity by balancing competing demands”; other teams reported on “Managing waters across borders,” “Responding to Global Change,” and “Closing the science-policy-practice loop” (see closing plenary here).  This is my attempt to summarize over 100 sessions, you can find all the sessions in the WWW website.

World Water Week 2013Most of the planet is covered in water, yet less than one percent of it is available for human use. Access to water and sanitation is a key component of the Millennium Development Goals (MDGs) and the emerging Post-2015 agenda. Water also directly contributes to goals of health, food security, biodiversity, energy, and peace and security.
 
Today at least 780 million people lack access to safe drinking water. Feeding a planet of nine billion people by 2050 will require approximately 50 percent more water in 2050.  These challenges are exacerbated by increasing scarcity of water, extreme weather due to climate change, and a rapidly growing population.
 
Responding to the global crisis in water requires a more deliberate approach to managing trans-boundary water. Forty percent of the world's population lives in international river basins, which account for 80% of global river flow.  Despite this and the proven benefits of cooperation, such as reduced chances of conflict, improved river sustainability, and access to external markets, 166 of the world’s 276 international basins have no treaty provisions covering them.  Moreover, many multilateral basins are subject to bilateral treaties that preclude participation by other riparian countries.

There is much talk of a water crisis. We who work in water don't really see just one; we see lots of different water crises already now, getting worse as we move towards 2 and eventually 4 degrees above pre-industrial temperatures. Floods in some places, droughts in others, poor operation and maintenance making infrastructure unable to protect citizens in some places, lack of enforcement of rules leading to pollution crises or rampant overuse of groundwater in many others. So there are lots of water crises, some caused by nature, some by humans and most some a combination of the two.
