On Sunday, many fathers around the world received cards and gifts from their children in celebration of Father’s Day. But fathers who have been following the academic and policy debates in the development community may feel somewhat exasperated that the role of men in the household and of fathers in raising children gets so little mention. It is the role of mothers that generally takes the spotlight; but what about fathers?
Despite much progress over the last two decades, girls still have lower levels of educational attainment on average than boys at the secondary school level in Uganda. In part this is because many girls are married or have children before the age of 18—often before they are physically and emotionally ready to become wives and mothers. Educating girls, ending child marriage, and preventing early childbearing is essential for girls to have agency, as future wives and mothers, and for Uganda to reach its full development potential.
Climate change and food insecurity could shape Africa’s future.
I already see evidence of this during my travels across Sub-Saharan Africa, where high levels of poverty, highly variable and unpredictable weather, limited livelihood options, weak infrastructure, insufficient access to productive resources, and scarce safety nets all combine to make Africans even more vulnerable to climate risks.
There has been an increase in attention on Africa’s changing population. Academics, development organizations and the media (among others, BBC, The Guardian, Financial Times, The Economist) have highlighted Africa’s late demographic transition – the population is young and will remain so for a long time, as fertility rates are not falling there at the same rate as they have fallen in the rest of the world.
“The mentality of youth in Senegal is changing. These days, young Senegalese aren’t waiting for job opportunities to fall from the sky. They are actively working towards creating them for themselves, and for other youth.” These words, spoken by 30 year old Thierno Niang, a social entrepreneur and co-founder of Rev’evolution, a youth run, self-funded start up incubator, struck a chord with me. Thierno and I were discussing his role as a panel moderator for the Youth Forum on Employment, Training, and Inclusion: A Knowledge-Sharing Event for Sub-Saharan Africa, the first ever youth event of its kind organized by the World Bank office in Senegal.
Just under two years ago, I, along with a team from across the World Bank, co-authored a report, Youth Employment in Sub-Saharan Africa, which tackled the growing gap between the aspirations of African youth and the realities of the job markets and what governments should do about it. With an expected 11 million young Africans entering the labor market every year well into the next decade, the findings and main messages of the report remain relevant.
Boosting youth employment is not a one-dimensional task that can be solved, for example, by merely increasing training opportunities—a frequently touted response. The key is to ensure that young people—and other workers—can earn a decent income in whatever work they do. Young people need strong foundational skills—human capital—to bring to their jobs; farm and business owners, entrepreneurs and investors need a conducive environment to create more productive opportunities. Governments must address the quality of basic education and remove obstacles that hinder progress in agriculture, household enterprises, and manufacturing.

A few months ago, as I was walking through the streets of Bissau, the capital of Guinea Bissau, I reflected on what had happened to this country over the last 20 years. It had gone through a number of coups and a civil war; its economy had barely been diversified; electricity and water access was still a major issue. There was the city of Bissau on one side, where a semblance of services where provided, and the rest of the country on the other.
