What does it mean to “eradicate extreme poverty” and “halve national poverty” by 2030?

Sustainable Development Goal 1 is to “end poverty in all its forms everywhere” and has two specific poverty reduction targets. One target (SDG 1.1) talks of eradicating extreme poverty by 2030, building on a globally comparable notion of extreme poverty. Extreme poverty fell from 37 percent to 13 percent between 1990 and 2012; and based on national growth rates over the past 10 years, the global extreme poverty rate is estimated to be below 10 percent in 2015, a drop of more than two-thirds since 1990.

This post briefly explains how extreme poverty is measured and makes five main points:

  • A large number of people have moved out of poverty since 1990, and impressively, even though the world’s population grew by 2 billion, there are over a billion fewer poor people.
  • There are many countries with relatively low poverty rates that still have large numbers of the globally extreme poor living there (e.g. China, India).
  • At the same time, there are a large number of countries with stubbornly high poverty rates where relatively small numbers of the world’s extremely poor live (e.g Haiti, Uganda).
  • Since the SDGs focus on “no one left behind”, when looking at poverty across the world, both rates and numbers matter.
  • SDG target 1.2 aims to halve national poverty rates in all its dimensions between 2015 and 2030 – as it’s based on country-specific understanding of poverty (which often differ) it’s relevant for all countries, rich and poor alike.

The latest development in the fight against HIV/AIDs in Africa wasn’t conceived in a lab with scores of scientists, but on a TV set with actors, makeup artists, directors and producers. What are we talking about? The MTV Staying Alive Foundation produced the entertainment education program MTV Shuga, a television drama that targets African youth.  Oscar winner Lupita Nyong'o starred in the first two seasons of the show. The show is broadcast in over 70 countries, reaching over 750 million people worldwide.  

The world’s refugee crisis needs both a humanitarian and longer-term response

The world's greatest risks can't be confined within borders. This is clearly the case with the ongoing refugee crisis, which is unprecedented in scale and affecting people and places far from the scene of civil war, fragility and conflict. The UK vote to leave the European Union showed, in part, the volatility and reach of the impact of forced displacement.

On the morning of June 14, 2016, I found myself surrounded by 5,000 women as part of the first day of the first United State of Women Summit convened by The White House at the Walter E. Washington Convention Center. The #StateofWomen movement brought together activists from all 50 US states and from around the world. The Summit was a result of President Obama’s establishment of the White House Council on Women and Girls, which was initiated seven and a half years ago.
 
The two-day gathering focused on key gender equality issues including economic empowerment, health and wellness, educational opportunities, violence against women, entrepreneurship and innovation, as well as leadership and civic engagement. Participants had the opportunity to celebrate their achievements and to be inspired to meet the challenges yet to come. The stimulating plenary sessions were mixed with solutions seminars, entertainment, and exhibitions. The Summit  featured speakers such as First Lady Michelle Obama, Oprah Winfrey, Nancy Pelosi, Kerry Washington, Patricia Arquette, Tory Burch, and Shonda Rhimes among many others. The MCs of the Summit were two very powerful women’s right advocates: Valerie Jarrett and Tina Tchen. The stimulating plenary sessions were mixed with solutions seminars, entertainment, and exhibitions.

Uncertainty in groundwater supply may limit the adoption of water-saving technology in India

During the dry season, N. S. Reddy, a farmer in Kadapa district of Andhra Pradesh, cultivates groundnut on two acres using water from his own borewell, which he runs for the six hours every day that his village gets electricity. His neighbor, J. R. Prasad, owning a borewell of similar capacity, fully cultivates his single acre of land, but also sells water to A. R. Murthy to grow sunflower. At the end of the season, Mr. Murthy gives Mr. Prasad 3000 Rupees as payment on his contract for irrigating this half acre. In a different village, a similar scenario plays out, but here the borewell owner, K. Chandra, sells M. S. Krishna five irrigations, one-at-a-time throughout the season, at 1000 Rupees apiece.

Web platforms, apps, and citizen surveys are changing how solid waste management services are conducted globally and showing that waste infrastructure alone is simply not enough. These interactive platforms provide incentives, quantify actions, and increase pressure on service providers, and thereby improve waste management with greater citizen engagement.
 
The World Bank recently hosted five individuals representing organizations and projects that use information and communications technology (ICT) to engage citizens with local waste services. Their varied approaches reveal incentive models that effectively lead to strategic behavior change.
