International evidence shows that investing in high-quality early childhood programs can have large economic returns, especially for children from socially disadvantaged groups. In response, developing countries are looking to increase public investments in the early years, especially in early education programs. As they do so, one of the challenges policymakers face is deciding what to fund. After all, there are a wide range of opportunities for early childhood education that already exist in local settings such as playgroups and kindergartens. As a result, different children can often have very different early childhood education experiences on their way to primary school.
The inefficiency and inequity caused by age differences in testing is not news. On the contrary, it is a well-documented fact. The proposed solution to this problem is to age-adjust test scores. But the truth is, we are nowhere near to implementing such a solution.

We have known for years that people are getting their news from an increasing array of sources -- from traditional print and radio to internet and social media. How people consume news, moreover, varies a great deal from country to country. In many developed countries television and online news are the most frequently accessed sources, while print newspapers have declined significantly. In contrast, newspapers are thriving in some middle- and low-income countries where both print and online circulations are popular. Social media is also growing as a source for news, but is doing so unevenly
However, the state of news consumption looks even more interesting- and trend lines emerge- when generational differences are considered. With age segmentation, we can see that online news is the most popular source for young people aged 18-24 who have grown up with the Internet, while TV is most popular with adults older than 55. This is important to note because current estimates from the United Nations Population Fund indicate that there are approximately 1.8 billion young people between the ages of 10 and 24 in the world, and many of them live in developing countries where mobile devices that provide access to online news are increasingly common.
Happy International Day of Older Persons! The United Nations established this day of observance in 1990 as a way to raise awareness about issues affecting the elderly and to appreciate the contributions that older people make to society. If we are not there already, we will all eventually be joining the growing global population of elders. According to the World Health Organization, the proportion of the global population aged 60 and up will double from 11 percent in 2006 to 22 percent by 2050.

Inclusion Matters: The Foundation for Shared Prosperity, details the impacts of social exclusion on people’s well-being and on society overall. Unfortunately, aging is typically viewed as decline, and our elders are often marginalized both socially and physically (in nursing homes or other institutions).
My own eyes were opened to this about a year ago, when I met Emi Kiyota, founder and president of Ibasho, an NGO that develops simple and low-cost solutions to integrate elders into their communities. Having worked on disasters and resilience for some time, I have always advocated for empowering women and marginalized groups to drive their recovery process. But I had to admit that I still listed older people as a “vulnerable group” to be cared for. After learning about Ibasho’s work, I invited Emi to share her experience with World Bank staff. She provided a beautiful example of the benefits of providing opportunities for older people to actively take part in disaster recovery and community development.
