We have to fight corruption by making sure it doesn’t happen in the first place and use technology to give every citizen a voice in this effort, said World Bank CEO Kristalina Georgieva in her opening remarks at a high-level event last Wednesday where leaders from government, the private sector, civil society, media, and academia discussed how to catalyze innovation to end corruption.
During a lively discussion, Thuli Madonsela, an Advocate of the High Court of South Africa, emphasized that . Peter Solmssen, Former General Counsel of Siemens AG, and AIG encouraged building trust that can lead to embracing the private sector as a potential partner.

At 4.30 on Sunday morning, after 36 hours of overtime (a record), the 194 country members of the UNFCCC pulled a rabbit from the hat. Special flights had been put on by South African Airways as a way to encourage delegates not to leave.
Putting the Puzzle Together
Three big pieces of the jigsaw needed to fall into place in order to clinch the `Durban Platform’. First, a new commitment period of the Kyoto Protocol, without which developing countries would have walked. Second, a road map towards a truly global deal to be effective by 2020 at the latest, without which the EU wouldn’t sign on to a new Kyoto. Third, the launch of the Green Climate Fund, without which developing countries wouldn’t sign on to such a global road map.
Putting the pieces together required compromise and was accompanied with brinksmanship, emotion, and millions of words spoken, usually repeating what had already been said. The outcome, however, is highly positive for the long term prospects for a deal, and delivered all that could reasonably be hoped for (see my earlier blog: Will Durban Deliver?).
Thus, in a nutshell, delegates left Durban having agreed on:
- A new commitment period under Kyoto for the EU and 11 other countries beginning January 1, 2013.
- An agreement to negotiate a global deal by 2015, which would be effective from 2020 with "legal force" applying to all countries.
- A Green Fund launched, with regional groupings to nominate board members in the coming three months. Board selection will be very important since most operational details yet to be designed.
A common belief in rich countries is that people in Africa are poor but happy. This image is time and again confirmed by popular reality shows on Western television, in which the rich-and-famous visit little-known tribes in the most remote villages of rural Africa, only to concede, in front of a dozen cameras, that despite all their hardship, the people they visited really seemed happier than the average burnt-out desk-warrior in their home countries.
Are the poor in Africa really happier? In recent years economists started focusing on happiness and its measurement, a field long considered too trivial to pay much attention to. Recent research on the topic gives conflicting, and sometimes surprising, results. In 2012, an Ipsos poll measuring the degree of happiness in 24 countries found that self-reported levels of happiness were higher in poor and middle-income countries than in rich ones, seemingly confirming popular beliefs. In contrast, the first World Happiness Report, also published in 2012, finds that the rich countries in Scandinavia are the happiest on earth, while four poor Sub-Saharan African countries are at the bottom of the list. The Gross National Happiness (GNH) index, pioneered by the Kingdom of Bhutan, comes up with a number of surprises of its own: the GNH is highest among the young and the unemployed (and also-perhaps less surprising-among the unmarried), which seems at odds with today’s television images of the streets of Madrid and Athens.

The challenge of anticipating and communicating the risk of volcanic eruptions to communities requires complex decision-making. Ecuador’s Cotopaxi Volcano and Indonesia’s Mount Agung are recent examples where the warning signs were present (small earthquakes, increasing gas emissions, and more), yet an eruption came much later than expected. Volcanic eruptions are therefore a double-edged sword that often creates a decision-making dilemma. While signs of volcanic activity can provide adequate time for preparation and evacuation, the very same signs can also create conditions of extreme uncertainty, which can be exacerbated by piecemeal communication around eruption events.
Making sustainable transport a reality requires a coordinated strategy that reflects the contributions and various interests of stakeholders around the world.
The Sustainable Mobility for All partnership has a critical part to play in kickstarting this process. The initiative is working to raise the profile of sustainable mobility in the global development agenda and unite the international community around a vision of transport that is equitable, efficient, safe, and green.
The issue of mobility and sustainability resonates well with countries’ concerns. The recent UN Resolution focusing on the role of transport and transit corridors in sustainable development demonstrates the continuing importance attached to the issue of transport and mobility by national governments around the world.
Getting people to make the switch is easier said than done: decades of car-centric development, combined with the persistence of the private car as a status symbol, have made it hard for policymakers to take residents out of their vehicles.
Against this backdrop, I was inspired to learn about the example of Suwon, Gyeonggi Province, a city of 1.2 million some 45km south of Seoul I visited on my last trip to the Republic of Korea.
Officials in Suwon have realized that, although awareness of climate change is becoming widespread, behavioral engagement hasn’t quite caught up. To overcome this challenge, the city decided to make sure residents could be directly involved in the design and implementation of its urban transport strategy.
Meanwhile, back in the capital, members of Peru’s local and national government, as well as representatives from the World Bank and the Inter-American Development Bank, gathered in Lima at the “Experiences of Women in Rural Roads” conference to discuss the role of women in the transport sector.
The event highlighted women’s participation in rural road construction and maintenance as a significant step toward gender equality: it gave participants a chance to discuss the impact of these projects, share lessons learned, and inform a Gender Action Plan for the ongoing Support to the Subnational Transport Program. Indigenous women from rural communities in in Arequipa, Junín, Huánuco, and the Amazon attended the event and emphasized the importance of these projects in the development of their communities and the role of these employment opportunities in their own lives, their self-esteem, and their aspirations for a better future.
Since 2001, the World Bank Group (WBG) and the Peruvian government have worked together to promote women’s participation in rural transport projects, expanding employment opportunities for women in rural areas. The Peru Decentralized Rural Transport Project has seen the female participation in rural road maintenance microenterprises reach almost 30%.
There are many positive effects of women’s participation in these projects.
Without a doubt my most vivid memories from my work on the new gender report On Norms and Agency: Conversations about Gender Equality with Women and Men in 20 Countries were my journeys to Peru and Liberia to pilot questions for focus groups. We conducted pilots in rural and urban areas, but as terribly different as these settings were, the level of similarities that emerged surprised me.
Namely, I imagined that traditional gender norms would be much less apparent in modern and rapidly urbanizing Lima when in fact, it was not the case. Young women in Lima described their day as getting up before sunrise in order to get a hot breakfast on the table, and then juggling a flurry of activities - including part-time work as supermarket cashiers and bank tellers. The descriptions were very similar to those we heard from women in other countries.
It was startling that gender norms in a modern city were not much different from norms in a rural community of a low-income country. Just like women from poorer and more traditional places, women in Lima helped their husbands make ends meet on top of long hours of household work. Just like in less developed communities, teenage pregnancies for girls as young as 12 and 13 were cited as a problem of deep concern. All of this in a place where girls went to high school and college, and had access to a modern family planning clinic right in their neighborhood.
For some time now, public procurement has accounted for a good 20%–25% of Zimbabwe’s annual budget, which currently stands at about US$4 billion. Guided by a law crafted in 1999, the country’s procurement system is centralized, causing bottlenecks and delays.
