Retrofitting: A housing policy that saves lives

When a hurricane, earthquake or other natural disaster strikes a poor country, families too often suffer a double tragedy: the loss of loved ones and their most valuable (and sometimes only) asset, their home. In the aftermath of the 7.0 magnitude earthquake in Haiti in 2010, which killed more than 260,000 people, 70% of asset losses were related to housing. Ecuador faces billions of dollars in reconstruction costs from last April’s 7.8 earthquake, which killed 900 and injured almost 28,000. If Peru were hit by an 8.0-degree earthquake, an estimated 80% of potential economic losses would involve housing.
 
And while nature’s fury does not distinguish between urban and rural areas, a large majority of disaster losses are concentrated in cities, where they disproportionately affect the poor. This creates a great challenge for low and middle-income countries.  In Latin America and the Caribbean, 200 million people—1/3 of the population—live in informal settlements, where most dwellings don’t comply with construction codes and home insurance is non-existent. Perhaps unsurprisingly, LAC’s informal districts also account for the majority of disaster-related deaths in the region.
 

Focus on the “day before” to better plan for the “day after”

Lessons learned over time from post-conflict recovery and reconstruction efforts reflect the need to reinforce stabilization immediately following the end of a conflict.

Being ready in advance with a recovery and reconstruction plan is one way to ensure that critical interventions can be implemented quickly following the cessation of hostilities.This can be achieved to a large extent by coordinating with humanitarian efforts in the recovery continuum during active conflict.
 
Such a plan helps to identify actionable opportunities that can help to support local-level recovery. This includes immediate improvements in services and enhancing livelihood opportunities essential to establishing popular confidence in state institutions and to fostering social cohesion.

Is Dhaka Ready? Towards Urban Resilience in Bangladesh

Bangladesh, the most vulnerable country in the world to the impact of natural disasters is also a leader in emergency preparedness and disaster response, particularly for cyclones, tidal surges and floods.  This was achieved through 25 years of effort, which was catalyzed through two devastating cyclones, one in 1970 and 1991 that caused the deaths of approximately 500,000 and 300,000 people respectively.  Part of what makes Bangladesh so strong at cyclone preparedness and response is the fact that major cyclones seem to hit Bangladesh every 3-4 years.  Recurrence of this frequency is quite unique.
 
On the other hand, major seismic events that lead to major losses occur infrequently.  Cities like Dhaka and Kathmandu, which are susceptible to major earthquakes, haven’t experienced a major shake in more than a generation.  Unfortunately, a lack of frequency often leads to complacency amongst governments and citizens.  Even more problematic is the very rapid accumulation of assets and population in urban environments in South Asia, including Dhaka.  
 
Walking through the streets of Dhaka paints a picture of a city with significant structural vulnerabilities – where poor construction standards, lack of enforcement, and poor maintenance turn many buildings into potential hazards. When a building in Savar collapsed in April 2013 – killing over 1,100 people and injuring thousands more – it was a wakeup call for Bangladesh. The collapse was not triggered by an earthquake, it was the result of catastrophic structural failures, but it was a glimpse into what could happen in the event of a major earthquake.
