Today, Turkey hosts more refugees than any other single country—almost 3.3 million. The vast majority are fleeing the civil war in Syria, and almost half are under the age of 18. A devastating consequence of the children’s flight is the disruption of their education, with about one in four Syrian refugee children in Turkey—mostly in urban areas in southeastern and southern provinces—not in school. Even so, due to tremendous efforts by the government of Turkey, about six in ten school-aged Syrian children now have access to either formal education facilities or temporary education centers in Turkey—a remarkable achievement, given the scale of the need and the rapidity with which it developed.
By the end of 2017, the Government aims to achieve full educational enrollment for all Syrian children.
In the aftermath of the earthquake that struck Nepal in April 2015, Santoshi Rana of Bihani, a social venture working with elderly community members in Kathmandu, noticed that many efforts engaged the youth in relief and recovery activities. “Our elderly were completely left out of the equation, and were treated as passive beneficiaries in need of care.” So she took to the Internet to see what resources she could find. She came across a World Bank-Global Facility for Disaster Reduction and Recovery (GFDRR) report, “Elders Leading the Way to Resilience,” which assessed the impact of Ibasho café, an elder-led recovery effort in Ofunato, Japan, following the Great East Japan Earthquake (GEJE) in 2011.
Ibasho: a Japanese approach to community resilience
In Ofunato, elder community members planned and built the Ibasho Café, which serves as a hub to restore the fabric of a community badly damaged by the GEJE disaster. Ibasho Café is an informal gathering place that brings the community together. All generations connect in that space, with children coming to read books in the English library, older people teaching the young how to make traditional foods, younger people helping their elders navigate computer software, etc. With the elderly actively engaged in the operation of the Ibasho café, the place helps build social capital and resilience, while changing people’s mindsets about aging. The café runs as a sustainable business and, over time, has developed a noodle shop, an organic farm, and a farmers market to further support its operation.
In 2014-2015, GFDRR supported the documentation of the Ibasho experience in Japan. Learning about this experience, Santoshi realized the elders and women of her community could also lead the way, and reached out to Emi Kiyota, head of Ibasho, the NGO that facilitated the process in Ofunato.
Such messages teach us how to keep hazards away from people (reducing existing risks) as well as how to keep people away from hazards (avoid creating new risks). On my latest trip to Japan, we hosted government officials from Armenia, Kyrgyz Republic, and Tajikistan as part of an experts’ visit focusing on disaster risk management, acting on Japan’s rich culture of passing on such decisive messages to future generations.
Too many times after a natural hazard strikes, public outcries follow once the level of devastation becomes clear. People wonder – and often rightly so – if the disaster could have been prevented. After the 2015 Nepal earthquake for example, years of investment in school buildings was wiped away in seconds because schools were not built to withstand earthquakes – often because people were not aware of the earthquake risk. Fortunately, it was a Saturday so the schools that collapsed did not also result in unimaginable human tragedy.
In the days following the January 12, 2010 earthquake in Haiti, the World Bank disaster risk management (DRM) community worked to assess the damage, and support the Haitian government plan and enact what would become a massive and protracted recovery from this profound disaster. Accurate and up to date maps of the country were an important component of these planning efforts. These maps came from an unexpected source, a global community of volunteer mappers, who, using their internet connections and access to satellite imagery, were able to contribute to mapping Haiti from their own homes.
Following the Haiti earthquake, the World Bank, Google, and several other entities made high-resolution imagery of the affected area available to the public. Over 600 individuals from the global OpenStreetMap (OSM) community began digitizing the imagery, tracing roads, building outlines, and other infrastructure, creating what quickly became the most detailed map of Port au Prince that had ever existed. Volunteers from 29 countries made about 1.2 million edits to the map, performing an estimated year of cartographic work in about 20 days. This effort catalyzed a rethinking of community mapping and open data within the World Bank and other international institutions.
