Advocacy around open government reforms to date has largely revolved around the intrinsic value of transparency, accountability, and participation. In a resource-constrained environment, development practitioners, policy makers, and citizens increasingly have to be more judicious. Adopting new methods or tools – such as open contracting mechanisms, open data dashboards and participatory budgeting – is not free.
On October 26, as part of the World Bank’s celebration of the 10th International Open Access week, I moderated a panel discussion on behalf of the Bank and the Scholarly Publishing and Academic Resources Coalition (SPARC). Experts shared their experiences, success stories, and identified remaining challenges in advancing Open Access. External participants and Bank Group staff were invited to the event, which was also live-streamed and recorded.

World Bank Global Data Editor & Senior Data Scientist, Tariq Khokhar, introduces a new report on lessons learned while supporting open data in the Bank’s client countries.
When the World Bank’s launched its open data initiative in 2010, we were convinced it was the right thing to do, but unsure what the results would be.
We soon saw that removing the technical and legal barriers to accessing our data triggered a 15-fold increase in its use. From carrying out economic analyses and highlighting gaps in our data, to creating news stories, data visualizations and games - more users, in more places were doing more things with our data than we’d ever seen before.
In the fiscal transparency arena, people often hear two conflicting claims. First, governments complain that few people take advantage of fiscal information that they make publicly available. Many countries - including fragile and low-income countries such as Togo and Haiti – have been opening up their budgets to public scrutiny by making fiscal data available, often through web portals.
Increasing the supply of fiscal information, however, often does not translate to the adequate demand and usage required to bring some of the intended benefits of transparency such as increased citizen engagement, and accountability. Providing a comprehensive budget dataset to the public does not guarantee that citizens, Civil Society Organizations (CSOs) and the media will start digging through the numbers.
How can governments ensure that they get their money’s worth when they embrace open government reforms?
Ongoing research suggests that open government reforms—those that promote transparency, participation, and accountability—may lead to better development outcomes if properly implemented by governments. However, governments must navigate the myriad of initiative options as they strive to improve citizens’ quality of life and achieve the ambitious Sustainable Development Goals (SDGs). Without a rough idea of the potential costs and benefits different reforms might offer, how can governments allocate their resources efficiently?
Multiple stakeholders are collaborating to answer this question. The Research Consortium on the Impact of Open Government commissioned a study to determine the financial costs associated with particular open government initiatives.
Nowadays, we don’t think twice before ordering an Uber or using Open 311 to report an issue to our municipality. In the developing world, the impact has been even greater. For example, in Latin America and the Caribbean, cellphone coverage increased from about 12 subscriptions per 100 people in 2000 to over 114 in 2014, and
The city of La Paz in Bolivia is piloting a new tool called Barrio Digital—or Digital Neighborhood—to communicate more effectively and efficiently with citizens living in areas that fall within Barrios de Verdad, or PBCV, an urban upgrading program that provides better services and living conditions to people in poor neighborhoods.
The goals of Barrio Digital are to:
- Increase citizen participation for evidence-based decision-making,
- Reduce the cost of submitting a claim and shorten the amount of time it takes for the municipality to respond, and
- Strengthen the technical skills and capacity within the municipality to use ICT tools for citizen engagement.
On April 22 and April 29, 2016 representatives from Cote d’Ivoire, Ghana, Kenya, Liberia, Malawi, Sierre Leone, South Africa, and Tanzania came together in a virtual South-South Knowledge exchange hosted by the World Bank in collaboration with the Open Government Partnership to discuss an issue of mounting concern: managing records and information to support open government. These countries – committed to the goal of open government, and a number with new right to information laws and open data initiatives - were motivated by increasing recognition that their commitments to make information open cannot be fully realized until they increase their capacity to manage records and information, especially the growing amount of information in digital form.
Government reformers and development practitioners in the open government space are experiencing the heady times associated with a newly-defined agenda. The opportunity for innovation and positive change can at times feel boundless. Yet, working in a nascent field also means a relative lack of “proven” tools and solutions (to such extent as they ever exist in development).
More research on the potential for open government initiatives to improve lives is well underway. However, keeping up with the rapidly evolving landscape of ongoing research, emerging hypotheses, and high-priority knowledge gaps has been a challenge, even as investment in open government activities has accelerated. This becomes increasing important as we gather to talk progress at the OGP Africa Regional Meeting 2016 and GIFT consultations in Cape Town next week (May 4-6) .
Despite global commitments to and increasing enthusiasm for open data, little is actually known about its use and impact. What kinds of social and economic transformation has open data brought about, and what is its future potential? How—and under what circumstances—has it been most effective? How have open data practitioners mitigated risks and maximized social good?
Even as proponents of open data extol its virtues, the field continues to suffer from a paucity of empirical evidence. This limits our understanding of open data and its impact.
Over the last few months, The GovLab (@thegovlab), in collaboration with Omidyar Network (@OmidyarNetwork), has worked to address these shortcomings by developing 19 detailed open data case studies from around the world. The case studies have been selected for their sectoral and geographic representativeness. They are built in part from secondary sources (“desk research”), and also from more than 60 first-hand interviews with important players and key stakeholders. In a related collaboration with Omidyar Network, Becky Hogge (@barefoot_techie), an independent researcher, has developed an additional six open data case studies, all focused on the United Kingdom. Together, these case studies, seek to provide a more nuanced understanding of the various processes and factors underlying the demand, supply, release, use and impact of open data.
After receiving and integrating comments from dozens of peer reviewers through a unique open process, we are delighted to share an initial batch of 10 case studies, as well three of Hogge’s UK-based stories. These are being made available at a new custom-built repository, Open Data’s Impact, that will eventually house all the case studies, key findings across the studies, and additional resources related to the impact of open data. All this information will be stored in machine-readable HTML and PDF format, and will be searchable by area of impact, sector and region.

On May 27, I had the pleasure of serving as a panelist at an event organized by the Governance Thematic Group of 1818 Society of the World Bank Group (WBG) Alumni.
The panelists were: Mr. Homi Kharas, Senior Fellow and Deputy Director for the Global Economy and Development program at the Brookings Institution; Ms. Heike Gramckow, Acting Practice Manager, Rule of Law and Access to Justice at the Governance Global Practice at the World Bank Group; Mr. Brian Levy, Professor of the Practice, School of Advanced International Studies (SAIS), Johns Hopkins University; Mr. Jerome Sauvage, Deputy head of UN Office in Washington DC. Mr. Fredrick Temple, currently Adviser at the Partnership for Transparency Fund, moderated the workshop.
The panel presentations and discussion were hugely informative and insightful. I am pleased to share with you my five takeaways that anyone interested in governance and development interactions ought to know.
