Campaign Art: Disruptive technologies and development goals

Disruptive technologies are redefining the way of life. Everyone is buzzing about drones, driverless cars, autopilot planes, robots, and supply chains, starting from the entertainment industry, to agriculture and food sector, to private sector, to humanitarian and development fields. Drones delivering food, water, or health supplies, using off-grid power, innovative mobile apps, and other technological developments are all very exciting and unknown at the same time.

How will drones impact the supply chains and service delivery in the future? What are the opportunities and risks associated with utilizing drones to deliver supplies? What is the role of technology in helping us reach Sustainable Development Goals? I can’t pretend I have answers to any of these questions, nor do I dare predict what our future may look like in 10,20,30 years. However, it sure is interesting to look at the recent technological developments and try to understand what their role may be in the future.  

That’s where the unlikely and innovative story of Zipline International Inc. and the Government of Rwanda comes in. Last fall the Government of Rwanda partnered with the California-based robotics company Zipline International Inc. and became the first country in the world to incorporate drone technology into its health care system by delivering blood and medical supplies to 21 hospitals across Rwanda’s Southern and Western provinces.

Depending on to whom you listen, automation, robotics, and artificial intelligence (AI) will either solve all our problems or end the human race. Sometime in the near future, machine intelligence is predicted to surpass human intelligence, a point in time known as “the singularity.” Whether the rise of the machines is an existential threat to mankind or not, I believe that there is a more mundane issue: robots are currently being used to automate production.

Is this time really different? That’s the argument whenever people want to ignore the lessons of history (eg arguing that this particular financial bubble/commodity boom will never burst) and such claims usually merit a bucketload of scepticism. On the other hand (climate change, nuclear war) sometimes things really are different from everything that has gone before.

Which brings us to technology. Lots of musings are circulating about the rise of Artificial Intelligence, automation etc. Driverless cars will put millions of drivers out of work. Robots will kill off manufacturing jobs. Everything will change.

At the World Economic Forum, Klaus Schwab talks of ‘the fourth industrial revolution’. The bible is the Second Machine Age: Work, Progress, and Prosperity in a Time of Brilliant Technologies,  a 2014 book by Erik Brynjolfsson and Andrew McAfee. Even President Obama has caught the bug, in a recent profile in the New Yorker

‘At some point, when the problem is not just Uber but driverless Uber, when radiologists are losing their jobs to A.I., then we’re going to have to figure out how do we maintain a cohesive society and a cohesive democracy in which productivity and wealth generation are not automatically linked to how many hours you put in, where the links between production and distribution are broken.’

Which all raises a whole series of questions – is it true? If so, is that a Good/Bad Thing and for whom? Much too substantial for a blog post, but here are a few thoughts and links.

STOKE-ON-TRENT in northern England is home to the world’s second-oldest professional football club, Stoke City FC. Founded in 1863, it enjoyed its heyday in the mid-1970s, when the club came close to winning the top division. The playing style was described by its manager, Tony Waddington, as “the working man’s ballet”. These days the flair is often provided by players from far afield. More than half the first-team squad comes from outside Britain, mostly from other parts of Europe. But that is about as far as Europhilia in Stoke goes. In June’s referendum on Britain’s European Union membership, the city voted strongly for Brexit.

Today, examples of rapid, non-linear progress—sometimes called leapfrogging—are evident in a number of sectors. Often, these instances are most obvious in the developing world, where in telecommunications or banking, for example, whole phases of infrastructure and institution-building that other countries had to go through have been by-passed by nations that got a later start down that road. Many African countries never systematically invested in laying phone lines, yet today access to cell phone service on the continent has grown so rapidly that in many cases communities are more likely to be connected to the outside world via cell phone service than to have access to electricity or running water. Likewise for banking: Instead of focusing on expanding physical branches to reach the many communities and families who lack access, people across the developing world are relying on mobile money—transfers and payments via text message—which grew out of innovations in Kenya. Could this type of non-linear progress happen in education?

The robots are coming and are taking our jobs. Or are they? The media and the blogosphere have been buzzing lately about the impact of artificial intelligence and robotics on our lives. In particular, the debate on the impact of automation on employment has amplified concerns about the loss of jobs in advanced economies. And accelerating technological change points the spotlight on questions like: Do workers, blue and white collar alike, possess the right skills for a changing labor market? Are they prepared for the employment shocks that come with the so-called “fourth industrial revolution”? What skills strategy should countries adopt to equip their workforces for the 21st century?

A New Report Identifies 30 Technologies That Will Save Lives in the Next 15 Years

President Obama wasn't the only head of state visiting Ethiopia this summer. In early July, the United Nations brought global leaders to Addis Ababa, for the third annual International Conference on Financing for Development. The goal of the meeting was to outline what the UN calls Sustainanble Development Goals—a series of financial, social and technological targets that they want countries in the developing world to hit by 2030. At the conference, the United States Agency for International Development (USAID), the Government of Norway, the Bill and Melinda Gates Foundation and global health nonprofit PATH released "Reimagining Global Health," a report outlining 30 innovations that will save lives in the next 15 years.

The term “robotics revolution” evokes images of the future: a not-too-distant future, perhaps, but an era surely distinct from the present. In fact, that revolution is already well under way. Today, military robots appear on battlefields, drones fill the skies, driverless cars take to the roads, and “telepresence robots” allow people to manifest themselves halfway around the world from their actual location. But the exciting, even seductive appeal of these technological advances has overshadowed deep, sometimes uncomfortable questions about what increasing human-robot interaction will mean for society.

Why I’d like to believe that a robot cannot do what I do

Around the febrile atmosphere that has developed between officials from Greece and officials from partner EU states and other institutions, an anonymous diplomat made the following point to the Financial Times:
 

In diplomacy, national interests set the stage, but human emotions determine the script. The longer the negotiations take, the more sympathy, love, rancor, jealousy and exasperation come into play. It’s the one profession that robots are least likely to take over.” (FT 20 June/21 June 2015, “Months of Greek debt talks yield bad blood but no deal”).

In other words, if your job involves understanding and working with, and through, human emotions, then it is reasonably safe from the growing imperialism of robots.  When I read that, I chuckled. Then the thought hit me: if that is the yardstick maybe the business I am in – the business of aligning stakeholders, winning friends and influencing people – is also one that robots are least likely to take over. Let me explain.

When Robots Attack!

Robots have been a part of our mythology for thousands of years, the emphasis alternating between their positive transformative power over human society and acting as agents of great destruction.  Our image of robots has been shaped to a large extent by Hollywood and literature.  Celluloid robots in Star Wars, 2001 Space Odyssey, Robocop, Star Trek and many of Isaac Asimov’s novels have become a part of the human story.  Off-celluloid, robots have been helping our society in concrete ways (for example police work (bomb disposal), infrastructure projects etc.).  However when Watson won Jeopardy it brought artificial intelligence and robotics a new kind of attention.  People started to wonder if robots could replace humans.  When we think of robots we think of self driven cars, household robots or even warrior robots.  However, in our view, the influence of robots and Artificial Intelligence (AI) is more subtle and their presence more ubiquitous than one would think. One such impacted sector is the agriculture sector (in the US) which is on the cusp of a massive transformation, as it moves from mechanization to automation. When rolled out and commercialized (soon) this massive scale of automation will have a significant impact on US farming and on immigration for sure.  But does this also impact the development landscape? If so how?

Agricultural robotic systems have been implemented in fruit and vegetable harvesting, greenhouses and nurseries. Harvest Automation, for example, has developed the the HV-100, a 90-pound robot for commercial nurseries that can pick up and rearrange potted plants. There are quite a few silicon valley startups that are contributing to this revolution in the region known as “America’s Salad Bowl”, around Salinas Valley. California, where Salinas Valley is located, produced $1.6 billion dollars worth of lettuce in 2010 and 70%+ of all lettuce grown in America. Lettuce Bot, a new robot developed by Stanford engineers Jorge Peraud and Lee Redden, both from farming families from Peru and Nebraska, can “produce more lettuce plants than doing it any other way” (Yahoo Finance).  Lettuce Bot’s innovation is that while attached to a tractor, it takes pictures of passing plants and compares these to a database. When the weed or a lettuce head that is too close to another one is identified, a concentrated dose of fertiliser is sprayed. A close shot of fertilizer kills the errant weed or lettuce head but actually feeds the further off crops at the same time.
