As smartphones have gained in popularity, so have such concepts as smart cities and smart mobility. This is not a coincidence – smartphones are changing how we travel in cities, to such an extent that we may need to reconsider the concept of urban mobility in the transport world.
Traditionally, urban mobility is about moving people from one location to another location within or between urban areas. Policy makers, urban and transport planners, and engineers spend huge amounts of time and money to improve urban mobility, based on two basic assumptions:
People need to move in order to access housing, jobs and urban services, such as education and entertainment.
People prefer motorized mobility to non-motorized mobility, because the former is economically more efficient than the latter, especially as cities grow and the society becomes more affluent.
What will the city of the future look like? How can we unlock the potential of urbanization to create safe, accessible and prosperous societies? At Transforming Transportation 2015 – the annual conference co-organized by the World Resources Institute and the World Bank– we learned about the role of urban mobility in creating smart, sustainable cities and boosting shared prosperity.
With 75 percent of the infrastructure that will exist in 2050 yet to be built, actions taken right now will shape urbanization patterns and quality of life for decades. It is urgent that global leaders concentrate now on ensuring that cities are sustainable, inclusive and prosperous.
The year 2015 provides three big opportunities to build global momentum around the course for change. These are the potential for a binding international climate agreement coming out of COP21, a new development agenda set forth by the UN Sustainable Development Goals (SDGs), and a platform for prioritizing safe, equitable cities through the UN Decade of Action for Road Safety. The coming year raises the stakes, with the 2016 Habitat III conference expected to be one of the most influential gatherings in history focusing on making cities more livable and sustainable.
Earlier this year, the World Bank partnered with Chile's Ministry of Transport and Telecommunication on a project to innovate technology and mobility solutions: Smart City Gran Concepción. So far, the project has met two milestones, ideation (in January) and formation of a diagnostic and strategic support plan (in March).
Last month, it was time for the project's third phase: a competition to surface new ideas for mass transit options, road safety and mobility information. This event, called the MueveTT Innovation Challenge, brought together 14 teams of people to brainstorm ways for the government, companies, universities, organizations, citizens, and others to work together toward the vision of smart cities.
The Ecological Sequestration Trust has had a busy two months hosting workshops and meetings in India, China, Africa and the UK to discuss how to help these demonstration regions become more resilient and successful.
During this time, I also attended the UrbanTec Conference in Beijing and was struck by how various presentations on ‘smart cities’ emphasized that ICT systems were the key to building more resource efficient and resilient cities.
I grimace when I see those ads to ‘Build a Smarter Planet’. It seems to me the planet was working pretty well before we started messing with it. But ‘Build a Smarter City’ – now that’s something I can get behind. Cities are humanity’s grandest creation. They reflect us, sometimes smart, sometimes not. Cities reflect our civilizations, and when working well cities are the most efficient way to help the poor, the fortunate and unfortunate, and the environment. And without a doubt every city in the world would benefit from smarter design and smarter management.
There’s a bit of smoke and mirrors on some of today’s smart city claims. Selling more IT and sophisticated algorithms might help a few of the very fortunate cities. Building a smart-city suburb next to a very unsustainable city can yield important lessons but can also be a useful distraction. Being really smart about cities is improving basic service delivery to the 1 billion urban-poor now going without clean water, or the 2 billion without sanitation. And we need big-time smarts as we build cities over the next twenty years for an additional 2 billion residents – this time locking in energy savings and a high quality of life for all.
