Well if the tax is revenue neutral, then... it is revenue neutral. I'm not sure how it can have either positive or negative consequences for government revenue.
My wild guess would be that if the revenues from the tax increase, then it will not influence total revenue for the government, while if the revenue from the carbon tax decreases, then... it will not influence total revenue for the government.
I don't know either I or you don't understand revenue neutrality.
