The strategy is good in nature but can it be implemented.

Secondly that idea of giving non- financial support to lowest performance district is going to deepen the gap between those districts which have been performing better to do more and best while those which have been performing poorly will just collapse.
Uganda government plans remain on paper because of corruption and lack of skilled manpower.
