The government has identified those "vulnerable to poverty" as their new target group, and defined this group as being 1.5 times above the existing eligibility line for dibao social assistance, which is itself above the official poverty line. We are continuing to work on poverty monitoring and we are looking into what “vulnerable to poverty” will entail in terms of monitoring at the local level. We will keep you posted.
