Deoclecio Jayrson Ferreira Marinho is a consultant for the World Bank in Guinea-Bissau and the country focal point for the GEMS — Geo-Enabling Initiative for Monitoring and Supervision program. He supports World Bank-financed projects in strengthening data collection, monitoring, supervision, and data-driven decision-making through digital and geospatial tools. He has more than nine years of experience in data collection, data management, impact evaluations, and monitoring systems, working across sectors including education, transport, energy, statistics, and social protection. He holds a master’s degree in information systems management.
