Water Resources Analyst - World Bank, Latin America and the Caribbean

Hye Rean Yoo is a Water Resources Analyst in the World Bank’s Latin America and the Caribbean (LAC) region. Her work focuses on water resources management, drought risk management, and climate adaptation, supporting countries strengthen institutions, advance climate agendas, and promote inclusive and sustainable development. She supports both investment operations and analytical and advisory work across the region.

She currently works on investment operations in Chile and the Dominican Republic. Previously, she supported operations in Colombia and her work also includes contributions to country-level and regional analytical studies such as the World Bank’s regional flagship report Water Matters, advancing knowledge on water security, climate resilience, and green growth in LAC.

Hye Rean co-leads the Resilience and Adaptation for Drought Initiative in LAC (ReADI-LAC), supporting Brazil, Mexico, Chile, Uruguay, and the Dry Corridor of Central America in addressing growing drought risks and strengthening cross-sectoral preparedness efforts by promoting proactive, coordinated management among key institutions. This work advances integrated approaches across the water, agriculture, energy, and disaster risk management sectors.

She also serves as the regional focal point for youth engagement within the water portfolio, leading the first Youth for Water initiative in Chile to engage young people as partners in development, skills-building, and the jobs agenda.

Hye Rean holds an MSc in Water Science, Policy and Management from the University of Oxford and a BA in International Relations from the University of Texas at Austin.
