Shinya Takamatsu is a consultant with the Poverty and Equity Global Practice at the World Bank, where he works on poverty measurement, household survey methodology, and innovative methods for poverty and welfare monitoring in data-constrained settings. Much of his recent work has focused on supporting poverty measurement in fragile and conflict-affected settings, particularly in Sub-Saharan Africa.

He holds a PhD in Agricultural and Applied Economics from the University of Minnesota and teaches graduate-level and undergraduate courses on poverty measurement and international development at Osaka University and Sophia University in Japan.
