Taylor Reynolds is Practice Manager for Policy & Regulation in the World Bank Group’s Digital and AI Vice Presidency, leading a team that helps countries design and implement practical, trusted policies for the digital economy. The team spans telecommunication access, cloud/compute, digital public infrastructure, applications, cybersecurity, privacy, AI governance, green digital, gender, and turning operational lessons into scalable reforms and investments. 

He previously was the technology policy director at MIT’s Internet Policy Research Initiative and held roles at the OECD, ITU, and the World Bank. Taylor holds a Ph.D. in Economics from American University and an MBA from MIT.
