It’s June 16th, 2013. When you walk through the desolate, empty streets of Kathmandu today, where the effects of another bandh (strike) are clearly visible, you can’t help but wonder: will we Nepalis ever stand up and speak out against any of the injustices we see in our society or will we silently trudge on as always?
Sitting in a conference room at the Trade Tower in Kathmandu, I feel enormous hope that yes, we will. It’s a room filled with more than a hundred young techies and gender activists, all of whom braved the monsoon and the bandh to be a part of the Violence Against Women (VAW) Hackathon – a platform to bring together diverse stakeholders to work on technology solutions to VAW issues.
Every day, children over the world are molested, raped, abused, and killed. Who is responsible? We all are, as parents, teachers, prominent personalities, journalists, neighbors, politicians, religious figures, men and women of this world; we are all responsible, including and especially those of us who have decided to be silent observers of the horrible news we see in the media.
It is not OK to accept what we hear or see as part of a normal life. It is not OK to just talk about it and feel it is not your fault or even worse not your child. It is not OK to keep still.
Dr. Suneeta Singh made that simple yet powerful statement during a panel discussion on “Empowering Gender Minorities in South Asia” on March 14, 2012 at the World Bank. Singh, a former Bank staffer and CEO of consulting firm Amaltas, spoke via videoconference from Delhi, India, while Nepal’s first openly gay elected official, Sunil Babu Pant, dialed in from Kathmandu.
Pant told the story of how he built a grassroots movement of gay, lesbian, bisexual and transgendered (GLBT) people in Nepal, beginning in 2001. A turning point was in 2007, when the Supreme Court ruled that gay and transgendered people “are natural” and mandated certain benefits and an end to discriminatory laws. Today, the country is drafting a new constitution, and Pant said that if passed, it will be one of the most progressive in the world with regard to the rights of sexual and gender minorities.
Fundamental rights in most South Asian countries include freedom of movement – you can go where you want, when you want within a country. But for the majority of South Asian girls and women the reality is very different – they need permission to go almost anywhere. Now, does this stem from norms of patriarchal control or a rational response to threat of physical harm? I like to believe the two are mutually reinforcing. When families are afraid of what will happen to their daughters when they go out alone, they tend to be over-protective or over-controlling. This is certainly what happened to me and my peers as we grew up in Delhi in the 70s and 80s. While many more women are out in public spaces now, the very fact of this visibility is often a trigger for violence. Fewer than half of married women surveyed in Pakistan or Bangladesh feel safe moving alone outside their village or settlement, even during the day (World Bank 2006, 2008).
Safety and security of women in public spaces is seen often as a right, which indeed it is, but, lack of it is also a huge impediment to accessing a range of services and markets – for instance, health care, education and employment. In Pakistan and India, one of the reasons why girls drop out of school after puberty and especially when secondary schools are located a long walk away, is the fear of violence en route.
After Iraq, South Asia is the second most violent place on earth. Conflict has increased in South Asia during the last decade. Where is conflict concentrated? What can be done about it?
Conflict is a very broad term, which is often defined differently in different contexts and data sets. We can, however, consider two broad classes of conflict. The first category includes conflict against the State. Examples of this include civil war or terrorism, which is an extreme manifestation of conflict, and it reflects a certain degree of organization of conflict. It is carried out by a relatively organized group of non-state actors, and directed against the State. Some researchers choose to focus on terrorism as a measure of conflict, because it has implications for the overall stability of the state itself, and therefore its ability to implement any developmental policy. The second category includes people-to-people conflict, rather than directed against the State. Examples of this include localized land conflicts, religious riots, homicides or other crimes. They too have adverse implications for development, but are probably less severe, compared to terrorism.

So Australia is huffed that they have fallen behind South Africa and Sri Lanka, not in cricket ICC rankings but in the annual Global Gender Gap Index released a month or so ago. How ignominious to fall behind their cricketing rival, Sri Lanka, who in terms of development is a minion—far behind Australia.
The Australian Council of Trade Unions wailed “Australian employers must do more to encourage women’s participation in the workforce and close the gender pay gap.“
The Global Gender Gap report hardly made any waves here. This year, Sri Lanka has slipped 4 places to 16th place. However, the report says Lanka’s overall performance in 2008 has improved relative to 2007. “Sri Lanka continues to hold a privileged position of having the best performance in the region regarding political empowerment,” said the report. Sri Lanka was ahead of Spain (17), France (18), Australia (20) and U.S.A. (31).
So are we Sri Lankan women more prosperous and hold more equal position at the workplace than the Sheila’s in Oz?
One of the most extraordinary examples of the use of economic principles comes from the beginning of the 19th century, when England used to send a huge number of prisoners to Australia. The government originally paid the ship captain a pre-determined amount for each prisoner that boarded the ship, but half of them would die during the journey. In 1862, Edwin Chadwik, knowing that people respond to incentives, told the U.K. government to pay captains according to the number of prisoners that actually disembarked in Australia. With this adjustment, the survival rate increased from 50% to 98.5%.
This example illustrates how incentives can do wonders in some circumstances. Yet, human actions are not always guided by the same calculations made by a profit maximizing ship captain. Behavioral economists have emphasized that we respond to a deep ingrained sense of fairness. Culture and values are crucial in understanding human behavior and promoting healthy and stable societies.

Earlier this summer, Pakistan defeated Sri Lanka to win the Twenty20 Cricket World Cup. Like any triumph in an international competition, there was a great sense of national pride, this time coming in a country with great need for such a unifying force. But, as Tunku Varadarajan wrote, the victory was much more than just a boost to national morale:
“As Pakistan fights for its survival against the barbarian Taliban…its people find themselves possessed of a weapon with which to vanquish the forces of darkness. I speak here not of drones or tanks or helicopter gunships, but of the glorious game of cricket.”
This is a powerful concept: that cricket is a key weapon needed to defeat the “darkness” imposed by extremism in Pakistan. But why limit ourselves to discussing the power cricket possess to fight the Taliban? What about the effects all sports have to instill happiness, empowerment, and hope in people? Could using sports for development be an unconventional tactic for the fight against poverty?
