Imports of cigarettes, medicines or even liquor are, in most countries, not illegal imports but are usually subject to high tariff duties and excise taxes (for cigarettes and liquor), which make them very profitable to trade (if you are able to be exempted from taxes or pay a minimal amount). Therefore, these goods are imported informally in many countries because they are really lucrative.
