Implementing eGov is not about digitalizing bureaucracy, but rather about creating citizen-centric services that involve integrating and simplifying processes. But as they say, "simple is the ultimate sophistication" - it takes time, resources and political support to achieve this. Even more so when certain processes involve multiple institutions from different government levels (local, sub-national and national).
Regarding the tech, there is no need to re-invent the wheel (as Samia Melhem points out), but there is a need for more knowledge sharing about the successful experiences and existing tools that can be re-used. And for this task, using free and open source software (FLOSS) is key.
These are some of the issues that we are learning as we move forward with eGov in Bolivia.
