Corruption is like cancer that has deep tentacles in society. People connect is important to spread awareness about the ill effects of corruption.Direct confrontation does not work but people movement and rewarding the movement with an accolade does help in bringing about a change. Again highlighting in social media,getting the youth on board has helped in curbing corruption. Corruption cannot be controlled by force, It can be given a measurable control by a mass movement.

A country's Anti-Corruption agency should be headed and staffed by international experts who are appointed by an international body not by the country's own government. How can a government police itself?

It is empowering people to complain and the confidence that the "duty bearers" or team responsible will do something about it. I remembered for a World Bank Project (CBRMP), community leaders in handwritten letter wrote secretaries of government agencies complaining on a corruption. On lessons learned, regardless that there is stringent unit price control and procurement process plus presence of community M & E (social audit) a "gap" will always exist. The comment of one regional director, we are then effective in the CO/CD processes because that is the whole purpose of the so much investment in the capacity building and the social preparation/readiness filters.

Give handsome pay to those who do extraordinary jobs in the government and set rule of law to those who violated of corruption case and prosecute them as a crime. Give individual citizens education and rights to protect them when dealing with authority.
