Louise, I agree that the apprenticeships seem to have a redistributive effect - but with some productivity gains which we have to keep in mind. There is no evidence on the job displacement from vocational training -- that's something we need to pin down, especially since this training really increased earnings and job mobility.
On non-cognitive or socio emotional skills: that was for firm owners. And yes, it seems to work. And I blogged recently on an interesting paper on this kind of training for workers in India: higher productivity, but not much action at all on wages. More to learn!
