Development Challenges for Participatory Public Delivery of Underground Water in Rural India

India’s rapidly industrializing economy and urbanizing society pose a daunting challenge towards augmenting the limited supply of water resources.  No wonder that conflicts over competing uses and users of water, especially in rural areas, are growing by the day. Agriculture, that uses eighty percent of the water resources with low efficiency, is a case in point. Falling water table due to deep drilling and groundwater contamination through discharge of untreated effluents is a serious problem. Therefore, in context of the climate change effects that continue to upset weather patterns, efficient underground water management is extremely critical for 200 million hectares of rainfed areas. This, infact, constitutes 62% of the geographical area of the country with the largest concentration of rural poverty spanning several agro ecological regions.

Since groundwater, as a common pool resource, also accounts for nearly two- thirds of India’s irrigation water needs, there is a dire need for a participatory approach to make its sustainable management more effective. It is interesting to highlight that while groundwater resources are perceived as a part of specific geographic and administrative formations- watersheds, landscapes, river basins, villages, blocks, districts and states, they are seldom placed in the context of aquifers- rock formations that are capable of storing and transmitting the same.

India loses around 380 lives every day in road crashes. The World Health Organization Global status report on road safety 2013 also notes that fatalities in road accidents in India are on the rise, increasing from 8 deaths per 100,000 people to nearly 12 in 2010. This means that every four minutes a life is lost in a road accident in India. Another 5 million have been left seriously injured or permanently disabled. 

Simple adjustments though, including stricter enforcement of seatbelt and helmet wearing, can help reduce these distressing statistics. That's where the Seatbelt Crew comes in.

The Case for Democracy- A New Study on India, South Africa and Brazil (shame it’s not much good – missed opportunity)

The ODI is a 10 minute train ride from my home, so I’m easily tempted out of my lair for the occasional lunchtime meeting. Last week it was the launch of ‘Democracy Works: The Democratic Alternative from the South’, a paper on the three ‘rapidly developing democracies’ of Brazil, India and South Africa, co-authored by the Legatum Institute and South Africa’s Centre for Development and Enterprise (not ODI, who merely hosted the launch). I was underwhelmed.

Which is a shame, because the topic is great – China’s rise and the West’s economic implosion are undermining arguments for democratic and open systems around the world. The report quotes Jacob Zuma: “the economic crisis facing countries in the West has put a question mark on the paradigm and approaches which a few years ago were celebrated as dogma to be worshipped.”

"I used to hate politics and politicians."

- Arvind Kejriwal, an Indian politician and former civil servant. He leads the Aam Aadmi Party (translation: Common Man Party), which he launched in 2012. He is well-known for his efforts to enact and implement the Right to Information Act (RTI) and in drafting a proposed Jan Lokpal Bill (Citizen's Ombudsman Bill) that sought the appointment of a Jan Lokpal, an independent body, to investigate corruption cases.  In the 2013 Delhi Legislative Assembly election, the Aam Aadmi Party won 28 seats, propelling him to serve as the chief minister in Delhi from December 28, 2013 to February 14, 2014.

A common notion in public policy is that policy-making and implementation are divorced from each other, in the sense that politics surrounds decision-making activities (to be carried out by the elected political leadership) while implementation is an administrative activity (to be handled by bureaucracies). However, researchers have found that such distinctions are not helpful in understanding policy implementation in developing countries.
 
An ideal bureaucracy is an efficient implementation machine. Bureaucracies comprising appointed officials are supposed to possess technical knowledge and the skills for professional organisation. The components of a bureaucracy are defined not by individuals, but by the positions that make up the structure. Max Weber conceptualised bureaucracy as the supreme form of organisation, where bureaucrats are expected to be true to their position and follow hierarchy and the rules that govern the organisation. Researchers such as Willy McCourt (University of Manchester) have also shown that a meritocratic and rewarding work environment and operational autonomy from the political leadership can help public bureaucracies deliver better than even the private sector.

Growth Centred Approach Under PURA: The Way Forward for the World Bank India Country Partnership Strategy 2013-2017

The broad objective of the World Bank’s India Country Partnership Strategy Report (CPS) for the period 2013-2017 is to support poverty reduction and shared prosperity in India. The Report states that between 2005 and 2010, India’s share of global GDP increased from 1.8 to 2.7% and 53 million people were lifted out of poverty. But it also states that with population growth, it has proved difficult to reduce the absolute number of poor at a rapid pace and 400 million Indians still live in poverty. Each of the seven low income states (Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha, Rajasthan; Uttar Pradesh)  and seven special category states (Assam, Himachal Pradesh, Manipur, Meghalaya, Mizoram, Sikkim, Uttrakhand) have poverty rates that are higher than that of the more advanced states. The low income states, where a large majority of the poorest 200 million Indians reside, are a priority for the World Bank Country Strategy funding during 2013-2017 (estimated to be $ 5 billion annually with 60 percent lending through direct financing of state projects of which half will go to low income and special category states).

India, both in the above mentioned and its advanced states (e.g. Punjab, Haryana, Kerala) is undergoing a massive rural- urban transformation- one of the largest in the 21st century. For the first time since independence, India has seen a greater absolute growth in urban population. The number of towns has increased from about 5000 in 2001 to 8,000 in 2011 and some 53 cities have a population exceeding one million. Today 30.1 percent of the population lives in urban areas and the share is expected to rise to 50% in the next 20 years (with urban India expected to generate 70% of its GDP by 2030). Though villages vastly outnumber towns in India (660,000 villages as per Census 2011), the construct of these villages is changing as the economy grows.

Sustaining Accountability

During her primary contest with Barack Obama for the nomination of the Democratic Party, Hilary Clinton once remarked that one only needed to look at the two of them (a woman and an African American) to recognize that both represented change. One could say the same about India’s newest political party – the Aam Aadmi or Common Man Party, barely a year and half old, but being seen as a potentially transformational political force. Its members – unassuming middle class housewives, small time lawyers, IT professionals, college professors, journalists, and community organizers -- stand out in sharp contrast to the seasoned political operatives from established parties.
 
In fact, in an environment where opaque campaign financing, political lineage, and the politics of identity are accepted avenues to the corridors of governance, the Common Man Party has literally risen from the streets, taking on corruption at all levels, appealing to ethics and citizenship rather than caste or religious affiliation, and proving its independent credentials by making its funding (primarily small donations) transparent on its website.
 

Is the Internet becoming a New ‘Political Mantra’ in India?

Dr. Pradeep Kumar Misra, an Associate Professor in the Faculty of Education and Allied Sciences of M.J.P. Rohilkhand University, Bareilly, India, discusses the use and implications of the Internet and social media in Indian politics. Dr. Misra will be completing a research project about Internet policy in the Indian state of Uttar Pradesh as part of CGCS’s Internet Policy Observatory.

The last decade has witnessed unprecedented Internet diffusion in India. Over the past three years alone, Internet usage in India increased from 100 to 200 million people, growing far more rapidly than the decade it took to raise Internet users from 10 million to 100 million. A report from the Internet and Mobile Association of India (IAMAI) estimates that by June 2014, India will have 243 million Internet users, at which point in time it is expected to overtake the US as the second largest Internet base in the world. This report further observes that the mobile Internet is going to be the next game changer for the Internet in India, with Indian mobile Internet users experiencing huge growth reaching 155 million in March and 185 million in June 2014 (IAMAI, 2013). With this rapid growth, scholars adopting a normative perspective present the Internet as a friend, philosopher and guide across different localities and communities in India. One such scholar, Adulkafi Albirini, articulates one possibility of the Internet as an emerging, …utopian, egalitarian and empowering tool with the potential of ushering in a new era of development, democracy, and positive cultural change” (2008, p. 49).

Challenges for Rural Primary Education through Satellite Technology in India

The Famous Brazilian educator Paulo Freire opined that education in developing countries is conceived and practiced as a form of ‘banking’. Herein, the teacher, as the communicator, makes deposits that the students patiently receive, memorize and repeat. The latter, he believed, serves to increase the recipients’ dependence on the educator. He, thus, advocated a more liberating approach in which engagement with education functioned as a dialogue. Herein, the educator participated and generated access for students to imbibe knowledge that was truly self- fulfilling.

Teaching in India’s government primary schools in rural areas has often been argued to be in the bind of such ‘banking education’. In addition, since the country’s independence in 1947, these schools have faced institutional constraints pertaining to infrastructure, maintenance, teacher recruitment, curriculum capacity and training. Educational expenditure as a percentage of GDP rose from 3% in 2004-05 to over 4% in 2011-12. In the 11th Five Year Plan period, 43% of the public expenditure was incurred for primary education (elementary stage from Grade I-V and upper primary from Grade VI-VIII).The modest gains of Operation Blackboard  and the National Education Policy , of the late 80’s, have been carried forward under the more ambitious flagship program Sarva Siksha Abhiyan (SSA). Besides, the Right to Education Act (RTE) has also been invoked. Against an estimated child population of 192 million in the 6-14 age group, 195 million children have been enrolled at the elementary stage in 2009-10. In addition to enhancing learning levels, SSA also intends to fill infrastructural gaps and bridge gender differences in rural schools.

The long-running boom in emerging markets came to be identified, if not propped up, by wide acceptance of the term BRICs, shorthand for the fast-growing countries Brazil, Russia, India and China. Recent turmoil in these and similar markets has produced a rival expression: the Fragile Five. The new name, as coined by a little-known research analyst at Morgan Stanley last summer, identifies Turkey, Brazil, India, South Africa and Indonesia as economies that have become too dependent on skittish foreign investment to finance their growth ambitions.
