Written laws often fall short of adequately protecting women’s tenure rights; while in some countries, formal national laws explicitly discriminate against women.
On March 8, 2016, on the occasion of International Women’s Day, Habitat for Humanity International launched its first global advocacy campaign, “Solid Ground,” which envisions a world where everyone has access to land for shelter. Promoting gender equality and addressing inequitable or unenforced laws, policies, and customary practices affecting women’s rights to security of tenure and inheritance, has been a primary focus of the campaign.
Now mid-way through the campaign, Solid Ground has grown to include 37 national Habitat for Humanity organizations, 17 partner organizations, an active microsite solidgroundcampaign.org (and in Spanish, SueloUrbano.org), and has provided direct financial assistance to country programs working on gender and land issues. In its first year, over 1.3 million people are projected to have improved access to land for shelter through the Solid Ground campaign with a goal of reaching 10 million people, especially women.
Through a variety of efforts to build capacity, mobilize allies, influence policymakers, and work together with our partners, A sampling of some strategies, cases, and upcoming plans are highlighted below.
Agriculture and Rural Development
. Difficulties associated with land administration and registration systems, together with inequalities of land distribution and tenure insecurity, often hinder social and economic development.
In Pakistan, the province of Punjab faced such a challenge. For many rural landowners in the province, land titles weren’t easily accessible, nor were they properly managed and protected. To tackle the land administration challenge, the government of Punjab turned to an innovative solution: they used digital technology to modernize its old, inefficient paper-based land administration system.
Supported by the World Bank, the Punjab Land Records Management and Information Systems (LRMIS) project turned out to be one of the success stories for the province of Punjab. Within just five years, Punjab scanned 10 million pages of old records, digitized over 55 million landowners’ records—98% of all records—across the province, and made all rural land title information available online 24/7 for landowners.
Prior to the project, it would take up to two months to complete a land transaction in Punjab. Today, it takes a rural Punjab resident only 50 minutes to receive a digitally recorded, legally registered land title from one of the 144 newly created land record offices across all 36 districts of the province. This has helped the province of Punjab enhance the transparency of land administration while securing land rights for its people, including women farmers who were denied their land rights in the old system.

Going forward, the government of Punjab plans to expand digital land record management to its urban areas. Cities and villages alike in other countries can also learn from this successful project and innovative approach to land administration.
There is no doubt that extreme weather events are increasing in frequency and severity. While we cannot stop them from striking, we can tell people about them, managing the risk that they present – by advancing our work in hydromet.
Hydromet is the union of hydrology and meteorology, combining water, weather, and climate studies as a formidable force in a government’s ability to accurately understand, forecast, and communicate storms and hazards. This means that something as simple as an accurate weather forecast, or the monitoring of river levels could make the difference between a farmer losing his/her entire crop or a fisherman knowing when best to head out to sea.
Because of the lack of high-quality hydromet services, countries suffer GDP losses every year from flooding, cyclones, and other storms.

The negative impacts of the drought don’t stop at the risk of famine: More than 680,000 people have been displaced from rural areas in the past six months. Approximately 1.4 million children will need treatment for acute malnutrition. The scarcity of safe drinking water has led to an outbreak of acute watery diarrhea (AWD) and cholera in 13 out of 18 regions, resulting in 618 fatalities since January 2017, according to UNOCHA.

So what is being done to help the people in Somalia cope with this crisis? Today, World Bank projects in the poorest countries contain a mechanism to redirect funds for immediate response and recovery. IDA’s “Crisis Response Window” provides additional resources to help countries respond to severe economic stress, major natural disasters, public health emergencies, and epidemics.
In May 2017, the Bank approved a US$50 million emergency project – Somalia Emergency Drought Response and Recovery Project (SEDRP) – to scale up the drought response and recovery effort in Somalia. Supported by funding and technical assistance from the Global Facility for Disaster Reduction and Recovery (GFDRR), the project aims to address, in the immediate term, the drought and food crisis, and also to finance activities that would promote resilient and sustainable drought recovery.

Today, we celebrate the annual World Red Cross and Red Crescent Day. To reduce the impacts of disasters on the poorest and most vulnerable, and build their resilience, it is essential that we collaborate and innovate to bring solutions to the community level. Close coordination with the humanitarian sector is therefore more important than ever before.
The World Bank and the Global Facility for Disaster Reduction and Recovery (GFDRR) have a strong ongoing partnership with the Red Cross Red Crescent—the world’s largest humanitarian network—and in particular the Red Cross Red Crescent Climate Centre.
Better disaster-risk data for timely forecast and rapid financing
Land is a complex issue to manage because it cuts across so many different elements of the sustainable development agenda. Throughout the discussion panelists emphasized the importance of securing land and property rights for improving food security, reducing forced displacement, protecting landscapes, reducing carbon emissions, and empowering women.
The panelists shared the view that a lot more needs to be done if we want to improve the security of land rights on a mass scale and achieve the land-related Sustainable Development Goals (SDGs) by 2030. It was noted that new technologies provide additional mechanisms for reaching these goals, but a thorough consideration to political economy issues is critical for success. South-South dialogues and a strong focus on capacity building were identified as key strategies to formulate simplified, innovative solutions, especially for Africa. While political will is essential, governments and the development community should partner more with the private sector in promoting awareness at the community level about the importance of secure land rights for development.
Finally, the panelists recognized that the World Bank is playing a critical role in promoting secure land rights and welcomed the proposal of creating a new global partnership – the Land 2030 Global Partnership. The Partnership seeks to raise the profile of land and poverty issues and give a boost to unblock land and property rights for the majority of the world’s population.

I was with the World Bank delegation at the Habitat III Conference in Quito last week, reflecting on the future of cities and speaking at a panel on food security. While there, I could not help but remember the story of Wara, an indigenous Aymara woman, one of eight children from a poor rural family living in the Bolivian Altiplano. Poverty forced her to migrate to the city when she was young.
Now living in La Paz, Wara has been working as a nanny in households for decades. She has three teenagers. Her oldest son is overweight and has already had several health problems. He occasionally works with his father building houses. The other kids are still in school and Wara hopes that armed with an education, they will be able to find a good job.
According to statistics, Wara is no longer poor. Indeed, Wara and her family are better off when compared to her modest origins. The truth is, however, that she is vulnerable and can easily fall back into poverty and hunger.
As in most Aymara families, Wara’s husband administers the money, including her own earnings, but she is the food-provider for the family. Each Saturday he gives Wara some money to get food for the week. She wakes up early to go to one of the four big markets in La Paz to buy basic staples such as potatoes, fresh vegetables, rice, sugar and oil, among others.
At the market, Wara doesn’t always find everything she needs. When this occurs, perishable food arrives in bad condition or with lesser quality, and many products are just thrown away.
The story of Wara illustrates some of the current and future challenges for the food system.
We are all aware of the statistics: and they are growing so fast that 66 out of 100 people on earth will be urban dwellers by 2050. This, of course, will have major implications for people and poverty, climate change, and service delivery.
Since the early 2000s, three-quarters of the world’s 750 largest cities have grown faster than their national economies. One of the key reasons for those cities’ success is higher productivity—as a result of their ability to attract skilled workers—as well as a high concentration of productive entrepreneurs and firms.
For decades, national and city leaders have also taken actions to build competitive cities, increasingly facilitating firms and industries to create jobs, raise productivity, and increase incomes over time—especially for the urban poor. They see this as the pathway to eliminate extreme poverty and to promote shared prosperity. This is particularly important in Sub-Saharan Africa and South Asia, where most of the world’s extreme poor live.
