Livability to start with the neighborhood – Singapore's stories (Part 2/2)

In the first part of this blog, I introduced the 5D framework and discussed the first 2Ds – Density and Diversity in the context of Singapore’s public housing neighborhood, i.e. HDB towns. In the second part of the blog, I will share the observations of how the HDB neighborhoods reflect the other 3Ds – Destination, Distance, and Design. 
 
To improve destination access, Singapore has increased neighborhood walkability and encouraged residents to use public transportation by putting in place the Walk2Ride program. This government policy ensures that public linkways are provided from MRT stations (Mass Rapid Transit, or “MRT”) up to a radius of 400m, or ¼ mile, to bus stops, public amenities, and public housing.
 
“Comfortable” and “walkable” access to public transportation is just one of the many examples that Singapore has done for its neighborhoods, and the total length of Singapore’s covered walkways has now hit 200km!
 
In order to decrease distance to transit, Singapore encourages people to cycle, which helps resolve the issue of the first and last mile connectivity to public transportation. Many MRT stations and bus interchanges provide multi-level bicycle racks as part of cycling infrastructure to make the city cycle-friendly. In fact, starting July 2016, any new constructions for schools, commercial, retail and business parks (up to a certain scale) must put in place a Walking and Cycling Plan to ensure the public space has adequately incorporated the design that facilitates walkability and cycling.

For the last “D”, let’s explore Singapore’s various elements of urban design that create the city. I think neighborhoods are a key part of Singapore’s vision of being a city in a garden. Singapore is compact, but the government is making a tremendous effort to bring the natural environment to the residents. 

Three things to know about women’s land rights today

Gender equality is central to ongoing global efforts to reduce extreme poverty and improve livelihoods for all. An important part of gender equality is ensuring women’s equal access to – and secure rights to – land and properties. 

Strengthening women’s land tenure security improves their rights and their dignity. Importantly, improving women’s access to and control over economic resources also has a positive effect on a range of development goals, including poverty reduction and economic growth.

What do we know about women’s land rights globally?  

Although gains have been made to increase legal protections for women to use, manage, own and inherit land, in practice, women often aren’t able to realize their rights to the land on which they live, work and depend for survival.

In a video blog marking the International Day of Rural Women, World Bank Director Anna Wellenstein and Senior Land Administration Specialist Victoria Stanley discuss three “headlines” one may encounter on women and land:
  1. Globally, there is an understanding that reducing poverty requires secure land tenure, and that women’s share in that is important.
  2. Researchers and policymakers don’t have enough gender-disaggregated data at the country level to understand the true scope of the challenge of women’s land rights, but efforts are underway to collect more data and gain a better understanding.
  3. There are strong pilots and initiatives of women themselves to gain equal access to land and improve tenure security, but now these efforts need to go to scale.

To drive broader development impact and affect lasting change, the World Bank joins global and regional partners – Landesa, Global Land Tool Network (GLTN), UN-Habitat, Habitat for Humanity, and the Huairou Commission – and local women and communities in preparing an advocacy campaign that aims to close the gap between law and practice on women’s land rights.

Glass Half Full: Improving water and sanitation services in Tajikistan

Located on the western tip of the Himalayas, Tajikistan has abundant fresh water resources in its rivers, lakes, and glaciers. Yet, access to improved drinking water, and to sanitation connected to a functioning sewerage system, are among the most severe and unequally distributed services in the country.

One in four households in Tajikistan does not have access to sufficient quantities of water when needed. Service is interrupted for long periods because of breakdowns in water supply infrastructure. Even when households have access to water, there are significant challenges with regard to the availability and continuity of water supplies.
 

Unsafe water, sanitation, and hygiene (WASH) conditions have significant adverse effects on well-being, particularly for rural residents, the poor, and children. In this video, Ede Ijjasz-Vasquez (@Ede_WBG), Senior Director of the World Bank’s Social, Urban, Rural and Resilience Global Practice and Emcet Oktay Tas (@emcettas), Social Development Specialist, discuss the report Glass Half Full: Poverty Diagnostic of Water Supply, Sanitation, and Hygiene Conditions in Tajikistan.



Launched in 2017, the report presents comprehensive evidence on the coverage and quality of WASH service conditions, along with their diverse well-being impacts. It also identifies institutional gaps and service delivery models that can inform future policies and investments in the WASH sector.

Since its inception, the evidence presented in the report has generated a sense of urgency that inspired the government, civil society, and the international community to accelerate their actions toward addressing WASH deprivation in Tajikistan.

As highlighted in the video, the report was prepared in collaboration with multiple development partners, including government agencies, the World Health Organization (WHO), UNICEF, and the Tajikistan Water and Sanitation Forum (TajWSS), which includes over 50+ local stakeholders working in the sector.

Here’s what everyone should know about waste

Solid waste management is a universal issue that affects every single person in the world.

As you can see in our new report, What a Waste 2.0: A Global Snapshot of Solid Waste Management to 2050, if we don’t manage waste properly, it can harm our health, our environment, and even our prosperity.

Poorly managed waste is contaminating the world’s oceans, clogging drains and causing flooding, transmitting diseases, increasing respiratory problems from burning, harming animals that consume waste unknowingly, and affecting economic development such as through tourism.

Without urgent action, these issues will only get worse. Here’s what everyone should know.

 

Three innovative approaches for managing disaster risks

When Dara Dotz, an industrial designer, travelled to Haiti after the devastating earthquake in 2010, she saw firsthand the supply chain challenges people were facing that had life threatening consequences – most vividly, a nurse having to use her medical gloves to tie off the umbilical cords of newborn babies, because she didn’t have access to an umbilical clamp. Deploying a 3D printer, Dara was able to design a locally manufactured, inexpensive plastic clamp that could be used in the local hospitals for newborns.
 
From there, Dara co-founded Field Ready, an NGO that is part of the “maker movement,” which pilots new technologies to rapidly manufacture components of essential supplies in the field. Using 3D printing and a range of software, Field Ready works with volunteers to make lifesaving medical components like IV bag hooks, oxygen splitters, and umbilical cord clamps, an approach that has often proven to be both quicker and cheaper than waiting for shipments to arrive.


This is one example of local innovation and design in disaster situations. With trends of rising population growth, increased urbanization, and climate projections of more frequent and intense weather, more people and assets are at risk from natural hazards. Communities and governments need to think creatively and find new ways to build resilience, and some of the latest developments in science and technology can provide promising solutions.

Over the past few decades, there has been an exponential increase in the amount of information and data that is open and available – whether from satellites and drones collecting data from above, or from crowdsourced information and social media from citizens on the ground. When analyzed holistically, this data can provide valuable insight for understanding the risks and establishing a common operating picture.

Building bridges: cities helping cities achieve more – a Romanian-Japanese partnership

When U.S. Commodore Matthew Perry arrived in Yokohama in 1854, it was a backwater village in Japan with a largely rural, relatively undeveloped economy. But it soon grew to an urban agglomeration with around 3.7 million people. Since then, Yokohama has managed to continuously reinvent itself – from a port city, to a large industrial area, and now to a modern, global service and lifestyle hub.
 
Within a century, Japan would become the world’s second largest economy. Its growth has been fueled by cities such as Tokyo, Yokohama, Osaka, and Kobe. Japanese cities can offer a myriad of lessons to their counterparts in developing countries.
 
Japanese cities are also at the forefront of dealing with some of the world’s most pressing challenges. For example, cities like Osaka and Toyama have developed a number of tools to address the social issues caused by rapid aging. Most developed and developing cities in the world will face similar challenges in the years to come. Providing a platform where these cities can learn from the experience of Japanese cities may lead to significant development impact.
 
Supported by a partnership between the World Bank and Japan, the Tokyo Development Learning Center (TDLC) does just that.

Leaving No One Behind - SOGI, Data, and the World Bank’s Environmental and Social Framework

Today, I’m participating in the “Leaving No One Behind” conference in Vancouver, British Columbia, Canada, and reflecting on what it takes to do just that – to ensure no one is left behind.

The fact that this conference is about lesbian, gay, bisexual, transgender and intersex (LGBTI) people, and how governments and development institutions can address exclusion based on sexual orientation and gender identity (SOGI), causes me to reflect on those who have to face this stigma because they do not conform to the expectations of society.

Too often, the world can feel like a harsh and non-inclusive place for people who don’t fit others’ ideas of how they should look, think, speak, feel, behave – how they should “be”.  I firmly believe that this has real impacts on individuals, communities, and economies.

However, the Sustainable Development Goals (SDGs) provide great opportunity for more inclusive development – opportunity for a seismic change in human development.  After all, the overarching principle adopted with the SDGs is the theme of today’s conference – “leaving no one behind”.  Whether it’s the SDGs, or the World Bank’s twin goals of ending extreme poverty and increasing shared prosperity, I strongly believe that these lofty goals can only be achieved through economic and social inclusion of the most marginalized.

Why cultural heritage matters for urban resilience

Across the disaster risk management community, there is growing recognition that protecting cultural heritage is fundamental to urban resilience. Traditional knowledge embedded in cultural heritage, such as historical evacuation routes or shelters, can help societies cope with natural hazards. Moreover, when these hazards disrupt cultural heritage sites, such as museums, monuments and places of worship, they often cause irreparable damage to people’s cultures, identities and livelihoods.

A case in point is last year’s devastating earthquake in central Mexico, which damaged over 1,500 historic buildings, including the 250-year-old Church of Santa Prisca, one of the country’s grandest and most beloved churches. Mexico is one of a number of countries that have undertaken major efforts to protect cultural heritage sites, including through its Plan Verde, which works to reduce seismic and other disaster risks in Mexico City’s historic center.

On the sidelines of the 2018 Understanding Risk Forum, which was aptly held in Mexico City, Giovanni Boccardi, Chief of the Emergency Preparedness and Response Unit for the Culture Sector of UNESCO, made the case that much more needs to be done to put cultural heritage front and center in the disaster risk management agenda.

Disability inclusion? Or disability as a market in aging cities?

This last May in Tokyo, we talked about demographic transitions and aging cities, in a week-long discussion with city leaders from around the world.  Although we saw the opportunities that arise from having large numbers of elderly persons in cities, we also focused on the numerous challenges, many of which are grounded in age-related disability – both physical and cognitive.  We had expected that the conversation would be as our flagship report on social inclusion, Inclusion Matters: The Foundation for Shared Prosperity, puts it – about “including” the elderly into markets, services, and spaces following our framework.

Enter Rich Donovan, with a riveting talk that stood our assumptions on their heads.  Rich argued that persons with disability are a market.  They are an opportunity. And that there is an economic “return on disability.”  If we build and design having persons with disabilities in mind, we are in fact creating public goods.  In short, and as Rich has said elsewhere - this new vision of disability “transforms efforts of charity into the world’s largest emerging market”.

I got a chance to talk to Rich in Tokyo. Among other things, I asked him whether “social inclusion” is too arcane, or even too limiting an idea for the revolutionary take that he has on disability.

Rich’s book “Unleash Different” will be out in September 2018. We look forward to continuing the conversation with Rich about the return on disability. How can we help cities provide the building blocks for future growth?

Basic infrastructure makes all the difference in the lives of people. Sometimes a road is all it takes…

Access to clean drinking water and sanitation can improve children’s health, reduce waterborne disease, and lower the risk of stunting.

Street lighting can improve the safety of a community, reduce gender-based violence, and add productive hours for shops and economic activities, which can help people escape poverty.

A paved road can lead to a world of possibilities for small business owners, increasing access to additional markets and suppliers, as well as opportunities to grow their businesses.

The urban infrastructure finance gap

Cities already account for approximately 70-80 percent of the world’s economic growth, and this will only increase as cities continue to grow. In the next 35 years, the population in cities is estimated to expand by an additional 2.5 billion people, almost double the population of China. As a vital component for connectivity, public health, social welfare, and economic development, infrastructure in all its forms – basic, social, and economic – is critical for the anticipated urban growth.

Globally, the annual investment required to cover the gap for resilient infrastructure is estimated at $4.5-$5.4 trillion. Cities will need partners to help them provide these building blocks for the future. The public sector cannot address these crucial needs alone, and overall official development assistance barely totals three percent of this amount. Cities should begin looking toward innovative financing options and to the private sector.
