Agnes is a Senior Public Sector Specialist with a focus on governance and justice sector reform. She has been working with the World Bank since 2009 in projects across various regions, including Europe and Central Asia, Africa, and the MENA region. With expertise in legal and regulatory reform, she provides analytical inputs and recommendations for reforms in areas such as user-centered service delivery, court and prosecution service efficiency, quality of justice, and access to justice. Notably, Agnes spent over two years as a key justice expert in a comprehensive functional review of the Romanian justice system, providing strategic recommendations for reform.

With a strong background in comparative international law, coupled with her expertise in EU law, Agnes brings a comprehensive understanding of legal systems and their complexities. Her work on small claims procedure has served as a blueprint for introducing simplified procedures in different countries. Prior to joining the World Bank, Agnes provided analytical support to EU institutions for regulatory initiatives at the EU level, contributing to the development of effective policies and reforms in areas such as fundamental rights, cohesion policy, and environmental law. Agnes graduated from the University of Gothenburg with a Master of Laws (LL.M.), and from Johns Hopkins University SAIS with a Master of Arts in International Relations and International Economics.
