Public-Private Partnerships Coordinator at the Caribbean Development Bank (CDB)
As the recently appointed Public-Private Partnerships Coordinator at the CDB, Mr. Samuel is responsible for: building PPP capacity within the Bank and the region, developing a pipeline of bankable PPP projects; and laying the groundwork for the creation of a Regional PPP Support Facility within CDB, to be jointly funded by the World Bank, Inter-American Development Bank, and CDB.

Prior to joining the CDB, Mr. Samuel was Vice-President of Castalia Strategic Advisors, where he led PPP consulting assignments within the Caribbean and beyond. In addition, Mr. Samuel undertook feasibility studies in the tourism and transport sectors in the Caribbean. Prior to this, Mr. Samuel was the Executive Director of La Source hotel in Grenada, where he raised long-term financing for the rebuilding of the hotel after the devastation caused by Hurricane Ivan.

For 20 years, Mr. Samuel worked with the International Finance Corporation (IFC), where he advised governments in the Caribbean and Africa on the structuring and implementation of PPP projects in infrastructure and tourism sectors. Mr. Samuel has also worked in public utilities, shipping, agriculture, and aquaculture. He is a Grenadian national and his personal interests are sailing, traveling and writing.
