Carlos joined the Bank in 2015 after a 25-year career in oil & gas that included executive leadership positions in, both, the private and public sectors. Since joining the Bank Carlos focused on private-sector-enabling gas sector reform, particularly in FCV countries, through different Bank instruments. Past gas-related work included gas sector and gas market development frameworks; modernization of legal, institutional, regulatory and contractual frameworks for private-sector-led sector development; introduction/modernization of sector regulatory systems and governance mechanisms; natural gas pricing mechanisms and gas-to-power linkages; and reform/unbundling of sector SOEs, SOE restructuring/corporatization and governance. His more recent area of work has focused on the decarbonization and abatement of GHG emissions of energy supply and O&G value chain operations, and the development of regulatory frameworks for private-sector-led, sustained carbon abatement of O&G. He holds a B.Sc. in Finance from Georgetown University, an M.Sc. in Economics from the London School of Economics and Political Science, and an M.Sc. in Public Administration from Harvard University
