Chris Shugart

Independent Consultant
Chris Shugart has specialized for the past 25 years in water-infrastructure policy, financing, contracting, and economics – and in private sector participation and public private partnerships (PPPs). He holds a law degree (J.D.) from Hastings College of the Law and a Ph.D. in Urban Planning from Harvard University.
Chris worked as Senior Banker at the European Bank for Reconstruction and Development (EBRD) for five years (1998–2002), where he led the development and financing of several PPPs in eastern and central Europe.
Since leaving the EBRD, Chris has worked as an independent consultant, advising governments, and working on projects, in a number of countries in Europe, Africa, and Asia. He has been involved – and in many cases played a lead role – in numerous advisory, transaction, and training assignments involving PPPs, especially in the urban water sector.
