Erwin is a Lead Water Resources Specialist and Program Manager of the Cooperation in International Waters in Africa (CIWA) Program. Since joining the Bank in 2005, he has led several investment projects and studies situated at the interface of water resources management, agriculture and rural development, and climate change adaptation, in the Africa, Latin America and Caribbean, and South Asia regions. He has spent most of his career overseas, his last assignments being Program Leader for the Sustainable Development and Infrastructure Program in Colombia, and Southern Africa. Prior to that, Erwin was based in Brazil, where he has supported the government on areas as diverse as drought management, dam safety, and irrigation PPPs. He earned a PhD in Irrigation Management and MSc in Tropical Agricultural Development from the University of Leuven - KU Leuven, and a MSc in Water Resources Management from Institut des Régions Chaudes, Montpellier.
