Ismail Radwan is a lead public sector specialist covering the GCC and based in Kuwait since September 2018. Ismail has more than 26 years of experience in public sector reform issues in Europe, MENA, Africa and Asia. Prior to moving to Kuwait, Ismail lead the Bank’s governance work in the EU countries while based in Romania.  He focused on center of government issues such as the creation of delivery and strategy units and civil service reform programs. Ismail also led the Judicial Reform Project and the Tax Administration Project.
Ismail has spent most of his career working on finance and private sector issues before moving to public sector management. He has completed assignments in Namibia, Sri Lanka, Nigeria and Romania.   Prior to joining the World Bank, Ismail was a principal consultant with PricewaterhouseCoopers London in the economics and strategy department. 
Ismail studied economics at Oxford University receiving a BA and MA before obtaining his masters’ degree in government administration from the University of Pennsylvania.  He has lived and worked in more than fifty countries. Ismail is originally from Cairo Egypt and speaks English, Arabic and French.
