Lead Economist, Social, Urban, Rural, and Resilience Global Practice
Judy Baker is a Lead Economist in the Global Practice for Social, Urban, Rural, and Resilience at the World Bank focusing on issues of urban development in East Asia. She has worked extensively across regions in the World Bank on analytical work and lending operations, particularly in Latin America, East Asia and South Asia. This work has covered topics related to urbanization and its impacts, urban poverty and low income communities, service delivery, policies and programs for upgrading informal settlements, climate change, and impact evaluation. She has published five books, as well as produced over 30 country and regional reports and papers. She has also taught as a guest lecturer in a number of universities both in the U.S. and abroad.
