Lincoln Flor is a Senior Transport Economist in the World Bank´s Transport and Digital Development (TDD) global practice where he supports public-private partnerships (PPP) in transport infrastructure projects in Latin America and East Asia. Before joining TDD, Lincoln was a Senior PPP Specialist at the World Bank. Lincoln is passionate about how to maximize the efficiency and impact of transport projects under different implementation and financing mechanisms. He has extensive experience in economic regulation of transport PPP projects and contract management.
Prior to joining the Bank, he was a senior executive at Peru's transport regulatory body (OSITRAN) for 11 years, and a regular lecturer in the Department of Economics at the Pontificia Universidad Catolica del Peru. He has undergraduate degrees in economics and industrial engineering, a Master's degree in finance, and a PhD candidate in accounting and business.
In 2002, Lincoln received a best paper award by the International Journal of Maritime Economics. Since he joined the Bank in 2010, he has enjoyed learning from multiple challenges and delivering knowledge by working in different projects and regions.
