Professor Malcolm Morley OBE is the Director of the ARU Centre for Partnership Working at Anglia Ruskin University in England.

Prior to taking early retirement in 2017, Malcolm was recognized as a leading public-sector CEO in the United Kingdom who, drawing on his board-level experience in the private sector, created PPPs and many collaborations between sectors. He led national efficiency gain projects and was consistently at the forefront of public sector innovation. He is now the non-executive chairman of a national company with responsibility for delivering one of the largest public-sector infrastructure projects in the UK and a non-executive director of a national government arms-length body responsible for the training of doctors, dentists, nurses, and allied health professionals. He also undertakes management consultancy.

 As an academic he is a specialist in strategic management and partnership working and is a visiting professor at two business schools. He is the author of two books: Understanding Markets and Strategy: How to Exploit Markets for Sustainable Business Growth and The Public Private Partnership Handbook: How to Maximize Value from Joint Working; he has also published over 200 articles and is a regular speaker at conferences. He was recognized for his contribution to local government in Her Majesty The Queen New Year’s Honours List 2016 with the award of an Order of the British Empire.
