Marcela Rozo graduated in economics at Los Andes University in Bogota, and has a master in agricultural economics and planning at Reading University in UK. She leads the Open Contracting Program at the Open Government Practice of the World Bank since 2011. Before, she worked for the International Secretariat of Transparency International (TI) in Berlin as manager of the Public Contracting Programme, after leading for 7 years the work of the Colombian chapter of TI on the same topic, amongst several others related to transparency in the public sector. Marcela also held during ten years different Government posts in Colombia, in the fields of decentralization, citizens’ participation and rural, regional and institutional development programs at the National Department of Planning, the Fund for Rural Investment, the Ministry of Agriculture, and the Secretary of Government of Bogota.
