Mathieu Cloutier is an economist in the Global unit (EPSPA) of the Governance Global Practice. He is the program manager of the Open Government Partnership multi-donor trust fund and the Governance and Institutions Umbrella trust fund. In his role as chair of the Political Economy Community of Practice, he contributes to global analytical work on institutions, social contract, and trust while supporting operations and projects through political economy analysis and country diagnostics. In his previous assignment as public sector economist covering the West Africa region, his operational work included decentralization, service delivery, domestic resources mobilization, and PFM projects, with a regional focus on Sahel countries. Prior to joining the Bank in 2017 as a Young Professional, Mathieu obtained a PhD in economics from the University of Chicago.
