Wouter works with the World Bank's Bureaucracy Lab on issues of civil service reform and public sector performance in Eastern Europe. Think of issues such as recruitment, wage policies, HRM, and innovation strategies. In 2017, he received a PhD in public management from the University of Leuven Public Governance Center, where he is now a research fellow.
