Gender equality hits the highway in Northern Brazil

Young women, some still girls, await long-haul truck drivers that stop by a gas station in the State of Tocantins, located in the North region of Brazil. Here, impoverished women and girls look to get extra cash in exchange for sex, a phenomenon seen on a daily basis in small towns along the federal highway BR-153. The high dropout rate of girls and gender-based violence are commonplace there. While better road infrastructure brings more economic opportunities to the region, higher road traffic and activity can also increase social risks like gender-based violence.   
 
A World Bank’s multisectoral project in Tocantins seeks to improve efficiency of road transport, in particular, state and rural road network, and to support institutional strengthening in the following five sectors: public administration, agriculture, tourism, environment, and education. While the project does not include any roadwork specifically on the highway BR-153, it aims at reducing existing risk of gender-based violence along the highway as part of the education component of the project.  
 
Schools play an important role in building respectful relations between girls and boys, challenging gender-based stereotypes and combatting discrimination that contributes to violence against women and girls. Accordingly, based on the level of the dropout rate and violence statistics, six high schools along BR-153 were selected to host a pilot initiative to improve awareness of gender-based violence and in the area.

Motorization and its discontents

They say a picture is worth a thousand words.  While visiting the World Bank library the other day, I was struck by how many development publications featured pictures of motor vehicles on their covers, even though most of them covered topics that had little to do with transport.  The setting and tone of the pictures varied – sometimes they showed a lone car on a rural highway, sometimes congested vehicles in urban traffic, and sometimes a car displayed proudly as a status symbol – but the prevalence of motorized vehicles as a visual metaphor for development was unmistakable to me: in the public imagination, consciously or otherwise, many people associate development with more use of motorized vehicles.

Indeed, motorization – the process of adopting and using motor vehicles as a core part of economic and daily life – is closely linked with other dimensions of development such as urbanization and industrialization.

Motorization, however, is a double-edged sword.

For many households, being able to afford their own vehicle is often perceived as the key to accessing more jobs, more services, more opportunities—not to mention a status symbol. Likewise, vehicles can unlock possibilities for firms and individual entrepreneurs such as the young man from Uganda pictured on the right, proudly showing off his brand new boda boda (motorcycle taxi). 

But motorization also comes with a serious downside, in terms of challenges that many governments have difficulty managing.  Motor vehicles can undermine the livability of cities by cluttering up roads and open spaces—the scene of chaos and gridlock in the picture below, from Accra, is a telling example. In addition, vehicles create significant safety hazards for occupants and bystanders alike… in many developing countries, road deaths have effectively reached epidemic proportions. From an environmental standpoint, motorized transport is, of course, a major contributor to urban air pollution and greenhouse gas emissions. Lastly, motorization contributes to countries' hard currency challenges by exacerbating their long-term demand for petroleum products.

Given these challenges, how are developing countries going to align their motorization trajectories with their development goals?  What should the World Bank advise our clients about how to manage this process?

Is it too early to agree on SDG indicators for transport?

In March, the international community of statisticians will gather in New York and Ottawa to discuss and agree on a global indicator framework for the 17 Sustainable Development Goals and the 169 targets of the “2030 Agenda for Sustainable Development”. The task at hand is ambitious. In 2015, heads of state from around the world committed to do nothing less than “transform our world”. Monitoring progress towards this ambition is essential, but technically and politically challenging: it will require endorsement from all UN Member States on how to measure progress. In March, it will be the second attempt at getting this endorsement.

Why is it important? “What gets measured, gets done”. Measuring progress is essential for transparency and accountability. It allows us to understand our accomplishments and failures along the way, and identify corrective measures and actions—in short, it allows us to get things done.

What is the issue? Politically, the SDG process has been country led. This means that countries—and not international agencies, as in the case of the Millennium Development Goals—have guided the whole SDG process, including leading discussions and the selection of goals, targets and indicators.   Technically, the development of a robust and high-quality indicator framework is highly complex: the indicator should align closely with each target, have an agreed-upon methodology, and have global coverage. In reality, many indicators do not. For example, the indicator proposed to measure the 11.2 SDG target (“By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all”) is the “proportion of population that has convenient access to public transport”. Data is not yet available for this indicator. Additional indicators may be needed to cover all aspects of the target.

From taxi apps to car sharing, from buses to the metro, from bike sharing to walking, not to mention personal cars, there are more transportation choices than ever before for that staple of modern life: the daily commute. The same goes for the transport of goods, which can get from A to B by road, air, rail, waterways and soon drones. There are currently more than 12,600 km (nearly 8000 miles) of metro or urban rail and 5,400 km (3,300 miles) of bus rapid transit (BRT), collectively providing 154 million trips a day in 250 cities. Increased access to transport and enhanced connectivity decreases travel time and generates higher rates of direct employment, keys to elevating overall economic opportunity. 

That’s the good news. The bad news is that the increase in mobility options comes at a high price. The challenges associated with growing traffic, especially in cities, are significant and threaten to become insurmountable. And despite the wide range of ways to get around, there have never been so many people who lack access to transportation or the means to use transportation.

Halving road deaths

Roads are the dominant means of transportation worldwide. They connect people, communities, and markets together—bringing opportunities to the poor and enabling broad-based economic growth. Yet every year, millions of tragic and preventable deaths and serious injuries result from road safety failings. Although solutions are available and progress has been made, efforts to reduce traffic fatalities remain insufficient, especially in low and middle income countries. Urgent action is needed if we are to achieve the Sustainable Development target 3.6 of cutting the number of road fatalities in half.
 
As things stand, every 30 seconds a person is killed in a road crash. To see how many road deaths there are in your country each year, click here. And that’s not all: for every death in a road crash, there are generally at least 20 times as many injuries.
 
In many countries, school children have to gamble their lives to get an education, crossing against speeding traffic to get to school. Approximately 500 children die every day in road crashes, with many of these deaths occurring when children try to cross the road on their way to and from school. Over 90% of road fatalities and injuries occur in low and middle income countries. Rapid motorization in developing countries, when it takes place without effective road safety management and infrastructure, contributes to the epidemic of road deaths.

Four things not to miss in shaping the new Global Action Agenda for Transport

At the recent Climate Action 2016 Summit, several key stakeholders joined the World Bank Group in a call for global and more concerted action to address the climate impact of transport, while ensuring mobility for everyone. In a month from now, the High-Level Advisory Group on Sustainable Transport, which was established by the United Nations Secretary General Ban Ki-Moon for three years, will release its conclusions on what actions are needed to support “more sustainable transport systems”. This will lay the ground for the first UN Global Conference on Sustainable Transportation on November 26-27, 2016, in Ashgabat. As the HLAP is finalizing its report, here are four things that the new Global Action Agenda should not miss.

Changing lives along the road in Honduras

We arrived in the village of La Redonda-El Aguila, Honduras at ten o’clock in the morning, when the temperature was already about 94 degrees Fahrenheit. We were warmly welcomed and invited to take a short walk to the place they had prepared specially for us to hold our meeting. We were offered bean tamales and coffee, and began the meeting with members of two road maintenance microenterprises that are supported through a World Bank-financed project.

The microenterprises program was launched in 2013 under the Second Roads Rehabilitation and Maintenance project with a goal of creating 10 microenterprises to maintain 310 kilometers (192 miles) of roads. The routine maintenance work includes cutting and clearing vegetation on both sides of the road to ensure good visibility, cleaning drainage systems, keeping the roads free of debris and occasionally patching holes in the road. Microenterprise members earn wages from their work, which they invest into their households and communities.

Each microenterprise is supported by a supervisor, usually a civil engineer, who teaches members how to do the road maintenance work efficiently and effectively. Additionally, members learn how to meet conservation standards, as well as gain understanding of why maintenance activities are so important to extend the life of the road. The supervisor performs a progressive evaluation and on-the-job training for all micro-entrepreneurs. Upon completion of the training, the microenterprise is granted a contract to carry out labor-intensive routine maintenance activities over a stretch of road (at a ratio of about three kilometers per partner) for a period of 12 months, which is renewable subject to satisfactory performance. 

Ultimately, the program empowers entrepreneurs to become permanent contributors to the conservation of their roads. 

Who needs cars? Smart mobility can make cities sustainable

Last year marked an important tipping point: for the first time, half of the global population lives in cities. Cities currently add 1.4 million people each week and this population growth comes with new buildings, roads and transport systems.

In fact, 75 percent of the infrastructure that will be in place by 2050 does not exist today. With cities poised to invest now in infrastructure that will last for decades, huge opportunities lie ahead. But without major shifts now in how we manage established as well as rapidly growing cities, we risk losing out on the potential of urbanization to create more inclusive and prosperous societies.

2015 offers a big chance for the international community to help put cities on a more sustainable path. We at the World Bank and the World Resources Institute (WRI) believe that we must seize this opportunity, because cities and urban mobility are key to a sustainable future.

Business-as-usual urbanization patterns come at a hefty price. Cities already produce 70 percent of energy-related greenhouse gas emissions and traffic crashes claim 1.2 million lives per year, with developing cities carrying the greatest burden.

Traffic congestion cost Rio de Janeiro and São Paulo a combined $43 billion in 2013 alone, equivalent to 8 percent of each city’s GDP. In Beijing, the costs of congestion and air pollution are estimated at 7-15 percent of GDP. Urban sprawl costs the United States alone $400 billion per year.

This is not the future we want for our cities.

Want Healthy, Thriving Cities? Tackle Traffic Safety First

Every year, more than 1.2 million people die in traffic crashes worldwide, equivalent to nearly eight Boeing 747 plane crashes every day. As developing economies grow and private car ownership becomes more mainstream, the number of associated crashes and fatalities will continue to rise.
 
The challenge of traffic safety often flies under the radar in cities, where the social and economic challenges of accommodating growing populations take precedent. Without meaningful change, however, the World Health Organization (WHO) projects that traffic crashes could become the fifth leading cause of premature death worldwide by 2030. This takes a particular toll on cities, which are already home nearly half of global traffic fatalities. City leaders must prioritize traffic safety measures to ensure that their citizens have safe, healthy and economically prosperous cities to call home.
 
With Urban Growth Comes Traffic Safety Challenges
 
While there are a number of factors that contribute to traffic crashes, two of the primary challenges are rising motorization trends in cities worldwide and the issue of road equity: the most vulnerable road users, including pedestrians and cyclists, are most impacted by traffic crashes. On top of that, these users, typically lower-income, don’t always have the power or capacity to create the necessary changes.
 
The number of privately owned cars on the road hit the one billion mark for the first time in 2010. If we continue business-as-usual, that number will reach an estimated 2.5 billion cars by 2050. All of these new cars will lead to an increase in traffic congestion in cities worldwide, increasing the probability of traffic crashes and resulting fatalities.

A Major Shift to Save India’s Precious Lives

Traffic fatalities are one of the world’s leading causes of preventable deaths. If the numbers stay at current growth rates, traffic fatalities will become the world’s fifth-leading cause of death by 2030. Both the World Health Organization (WHO) and the United Nations (UN) have recognized road traffic injuries as a major global public health problem, with economic consequences that could affect the sustainable development of countries and hinder progress towards reducing extreme poverty and boosting prosperity.
 
In India, for example, almost 400 people are killed on roads every day. This is the equivalent of a jumbo jet plane crash but, unfortunately, road deaths don’t make headlines quite the same way. And there is no shortage of alarming examples regarding India’s road safety challenges, including:
 
  • India’s national highways are especially dangerous, accounting for only two percent of the country’s total road network, but more than 30 percent of road-related deaths and injuries.
  • Pedestrian fatalities are a large proportion of accidents. In New Delhi, for example, pedestrian fatalities account for 45-51 percent of all road traffic deaths.
  • Road traffic crashes in India cost the country an estimated annual GDP loss of three percent. (WHO estimates)
The good news is that India has taken the issue of road safety as a priority, thus shifting and adding resources to their national road safety agenda.
