Axel Rifon

ICT Policy Specialist
Axel Rifon is an ICT Policy Specialist within the Transport and ICT Global Practice, specialized in FCV countries and focusing on Somalia. He joined the World Bank in 2012 and he has been involved in several operations, from preparation and development to implementation and supervision across different regions mostly in Africa including countries like Somalia, Kenya, South Sudan, and Burkina Faso, in addition to countries in Latin America.

He is the co-Task Team Leader and project coordinator for the Somalia ICT Sector Program Phase 1 and Phase 2 under the State and Peace-Building Trust Fund and the Somalia Multi-Partner Fund and is working to develop a regional connectivity initiative in the Horn of Africa region. He has also supproted the Open Data agenda, leading Open Data Readiness Assessments (ODRA) in Burkina Faso and co-leading in Peru and Antigua and Barbuda. Then, he coordinated the next activities for more than two years related to the Burkina Faso Open Data initiative and e-Government project. Axel has been liaising closely with the FCV group and focal point for the ICT unit in the FCV Community of Practice. He also supported the Partnership for Open Data and Open Data for Development from the World Bank side to ensure collaboration and leverage new open data initiatives across the regions.

Before, he worked at the Spanish Embassy in Indonesia as a trade and investment advisor. He holds a Master’s in Business Administration from UIMP in Madrid and a double degree in Law and Political Sciences.
