Over the past decade, commitments and support for Forest Landscape Restoration have grown significantly. As part of the Bonn Challenge, for instance, some 40 countries, sub-national jurisdictions, and non-governmental entities have now pledged to restore forest landscapes across 148 million hectares. Although the environmental benefits in terms of ecosystem services, soil restoration, water, biodiversity and climate resilience are evident, the tremendous economic arguments and the value proposition for poor people living in, or nearby, the forests, are not always at the forefront of the efforts to restore landscapes.
In fact, some 1.3 billion people around the world depend on forests for their livelihood—that is 20% of the global population. This includes income from the sale of trees and tree-related products. It also includes the value of fruit, fodder, medicines, and other direct or indirect products that they consume. However, the restoration of forest landscape at a global scale needs a new vision for an integrated forest economy which appreciates and understands forests along their entire value chain. Thus it is crucial to see forest landscape restoration efforts as much more than just protecting forests, but as a force for economic growth and poverty reduction.
For the first time in history, the number of people living in extreme poverty has fallen below 10%. The world has never been as ambitious about development as it is today. After adopting the Sustainable Development Goals and signing the Paris climate deal at the end of 2015, the global community is now looking into the best and most effective ways of reaching these milestones. In this five-part series I will discuss what the World Bank Group is doing and what we are planning to do in key areas that are critical for ending poverty by 2030: good governance, gender equality, conflict and fragility, preventing and adapting to climate change, and, finally, creating jobs.
Seawater is rising in coastal Bangladesh. The soil contains more and more salt as the sea encroaches on the land. As a result, farmers see their crops declining. Communities are hollowing out, as working-age adults move to cities. Freshwater fish are disappearing, reducing the amount of protein in local diets. And in the dry season, mothers have to ration drinking water for their children – in some areas, to as little as two glasses a day.
Climate change is finally being taken seriously in the developed world, but it is generally seen as a future threat, to be managed over the coming years. For poor people in poor countries, particularly those living along coastlines, in river deltas, or on islands, it is a clear and present danger – and increasingly, a dominant fact of life.
On March 3rd we will celebrate World Wildlife Day. Adopted by the UN General Assembly in 2013, this day raises awareness of the world’s wild fauna and flora. This year’s theme, "The future of wildlife is in our hands" resonates with those who understand the impact of species loss on the health of ecosystems and human survival.
We are currently in the midst of the sixth, man-made mass extinction of plants and animals. Experts estimate the current loss of species to be between 1,000 and 10,000 times higher than the natural extinction rate. The global Living Planet Index (LPI) shows an overall species decline of 52% between 1970 and 2010. Our increasing demands on nature are driving the two biggest catastrophic threats to species decline- habitat loss and wildlife trade. Habitat loss is a threat to 85% of all species. Exploitation (including poaching and wildlife trade) is the most immediate threat to wildlife populations worldwide.
Illicit trafficking in wildlife is a multifaceted global threat. The problem is particularly acute in Africa, where poaching is leading some charismatic species to the brink of extinction. For example, in 2011 the International Union for Conservation of Nature (IUCN) declared the Western black rhino extinct, largely due to poaching. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) Monitoring the Illegal Killing of Elephants (MIKE) program estimated that in the last 5 years, between 22,000 to 25,000 elephants were poached per year across Africa.
Playing out this week and next in Paris is a high-stakes match between science and political will.
The science part is quite clear: 2015 is set to be the hottest year on record – a full degree over pre-industrial averages. Climate change is already taking a toll on countries. Add to that we have El Nino wreaking havoc in many parts of the world. And it is going to get warmer.
The political analysis is more complicated. On the one hand, if the national plans, the Intended Nationally Determined Contributions (INDCs) drawn up by countries to tackle climate change were implemented, including actions that have been conditioned on available finance, this would likely put the planet on about a 2.7 C degree trajectory that would be catastrophic for the economic, social and natural systems on which we depend. Clearly more needs to be done. On the other hand, it is a sign of welcome progress. The fact that almost all the world’s countries (Carbon Brief tracks 184 climate pledges to date) have put forward INDCs is a remarkable feat many would have considered impossible just a few years ago. So there is progress, just not fast enough.
Paris should be seen as an important milestone in an arduous journey– a platform for generating an ever upward spiral of ambition in many fields of climate action.
One area that promises innumerable wins for people and the planet is land use change, agriculture, and forestry. Together these sectors account for about 24 percent of global emissions, but represent a much greater share of emissions in many developing countries. A preliminary analysis of INDCs shows strong commitment to reducing greenhouse gas emissions from deforestation, forest degradation, land use change and agriculture. And there is evidence of a growing appetite for landscape restoration measures in many of those countries.
Over the past several weeks, we have made headway in our efforts to reduce deforestation and promote sustainable land use as part of a broader World Bank Group approach to combat climate change. Partnering with the Forest Carbon Partnership Facility (FCPF), the Democratic Republic of Congo has taken a major step by assessing its readiness for a large-scale initiative in which developing forested countries keep their forests standing and developed countries pay for the carbon that is not released into the atmosphere. Likewise, other countries in the 47-country FCPF partnership are making strides in their efforts to prepare for programs that mitigate greenhouse gas emission and support sustainable forest landscapes.
This approach is also known as REDD+, or reducing emissions from deforestation and forest degradation. Active REDD+ programs can help reduce the 20 percent of carbon emissions that come from forest loss and simultaneously provide support to the 60 million people, including indigenous communities, who are wholly dependent on forests.

As we can all imagine, Africa’s lush greenery and planted forests offer huge potential but the sector’s expansion faces major barriers like access to land, lack of access to affordable long-term finance and weak prioritization of the sector.
Take Ethiopia, for example. About 66.5 million cubic meters of the country (46% of total wood-fuel demand) is subject to non-sustainable extraction from natural forest, wood- and scrublands, resulting in deforestation and land degradation. In Mozambique, charcoal is still produced from native forests, leading to immense pressure on natural resources, and way beyond its regeneration capacity. Both countries want to know how the forest sector can contribute to their national development plans and help grow their economies and reduce rural poverty, while being environmentally sustainable.
This topic is of even more importance as we celebrate the International Day of Forests on March 21, and helps us raise awareness on the need to preserve forests and use this natural wealth in a responsible and sustainable manner.
It seems that everyone is talking about inequality these days, and I, for one, am happy to see this issue at the forefront in the development discussion.
We can look at inequality in a number of ways, which are not unrelated. One of the most visible types of inequality on the radar is inequality of outcomes — things like differences in academic achievements, career progression, earnings, etc. — which, in and of themselves, are not necessarily bad. Rewarding an individual’s effort, innate talents and superior life choices can provide incentives for innovation and entrepreneurship, and can help drive growth.
However, not all inequalities are “good.” When inequality perpetuates itself because those born poor consistently do not have access to the same opportunities as those born rich, what emerges is a deep structural inequality that is bad for poverty reduction, bad for economic growth, and bad for social cohesion. How pervasive are these deep inequalities? Much more than we would like. Indeed, when we examine what is happening in many countries around the world today, we find large and persistent, even growing, gaps in earnings between rich and poor. And we find that those who start out in poverty or are part of a disadvantaged group tend to remain there, with little opportunity to work their way out.
How do we explain this, and what can we do to tackle it? We need to take a step back and look at where this inequality originates, and that is where the concept of equality of opportunity comes in to play. This concept broadly refers to access to a basic set of services that are necessary, at the minimum, for a child to attain his or her human potential, regardless of the circumstances — such as gender, geographic region, ethnicity, and family background — into which he or she is born. Too often, access to such basic services like electricity, clean water, sanitation, health care and education is much lower among children born into circumstances that place them at a disadvantage. Children from disadvantaged groups thus set off on an unequal path from day one, which curbs their opportunities and potential into adulthood.

Today there are 842 million who are hungry. As the global population approaches 9 billion by 2050, demand for food will keep increasing, requiring sustained improvement in agricultural productivity. Where will these productivity increases come from? For decades, small-scale family farming was widely thought to be more productive and more efficient in reducing poverty than large-scale farming. But now advocates of large-scale agriculture point to its advantages in leveraging huge investments and innovative technologies as well as its enormous export potential. Critics, however, highlight serious environmental, animal welfare, social and economic concerns, especially in the context of fragile institutions. The often outrageous conditions and devastating social impacts that “land grabs” bring about are well known, particularly in severely food-insecure countries.
So, is large-scale farming—particularly the popularly known “super farms”—the solution to food demand challenges? Or is it an obstacle? Here are the 10 key questions you need to ask yourself to better understand this issue. I have tried to address them in the latest issue of Food Price Watch.

Elephant ivory is on the march. Not elephants, but their ivory. The elephants are left bloodied and dead on the range. So are many rangers who work to protect a country’s natural capital. In the past 10 years, over 1,000 rangers have been murdered in 35 countries alone; the International Ranger Federation tell us that as many as 5,000 may have been murdered worldwide in that time.
At the CITES COP – the Conference of the Parties to the Convention on International Trade in Endangered Species – the halls in Bangkok ring loud with concern for the elephants and other charismatic species, particularly rhinos, that are being exterminated across Africa in pursuit of private profit, at the expense of communities that rely on nature for their food, shelter, start-up capital, and safety net in a warming world.
So why should the World Bank care? Our concern is to build strong economies and healthy communities by revving the engine of inclusive green growth as we prepare countries and communities for the impacts of climate change.
What does this have to do with elephant ivory you ask? Simply put, we cannot achieve our dream of a world without poverty without taking account of the rise in wildlife crime.
