Most people now realize the cost of inaction to deal with climate change is far higher than the cost of action. The challenge is mustering the political will to make smart policy choices.
A new report by the Global Commission on the Economy and Climate, of which I am a member, shows climate action delivers local development benefits as well as emissions reductions. In fact, smart policy choices can deliver economic, health and climate benefits for developed and developing countries alike.
Scientists declared this past year as the warmest year on Earth since record-keeping began in 1880, and a series of scientific reports found glaciers melting and extreme weather events intensifying. There can be no doubt that this year world leaders must commit to transforming their economies to combat climate change.
Given confusion around the phrase “science of delivery,” it’s important to state that delivery science is not a “one-size-fits-all” prescription based on the premise that what works somewhere can work anywhere. And it does not profess that research and evidence ensure a certain outcome.
A few weeks ago, the World Bank and the Korea Development Institute convened a global conference on the science of delivery. Several development institutions assembled including the Gates Foundation, the Grameen Foundation, UNICEF, the Dartmouth Center for Health Care Delivery Science, and the mHealth Alliance. We discussed development opportunities and challenges when focusing on the extremely poor, including experiments in health care, how technology is reducing costs and increasing effectiveness, and the difficulty of moving from successful pilots to delivery at scale.
The consensus in Seoul was that a science of delivery underscores the importance of a data-driven and rigorous process to understand what works, under what conditions, why, and how. Too often in international development, we jump to conclusions without understanding counterfactuals and assume we can replicate success without understanding its constituent elements.

In two weeks, economic policymakers from around the world will gather in Washington, D.C., for the World Bank-IMF Spring Meetings. As has been the case for the past five years, there will be much talk of economic crisis and of strategies to restore confidence, kick start growth, and create jobs. There is growing evidence that we are on the right track, but this agenda still requires much more work.
The meetings, though, also offer an occasion to look beyond the short term crisis-fighting measures. It is a chance for leaders to adopt a long-term perspective and assess where we stand and where we are headed.
If they do, they will see that today we are at a moment of historic opportunity. For the end of absolute poverty, a dream which has enticed and driven humanity for centuries, is now within our grasp.
KABUL -- On my first trip to Afghanistan as World Bank Group president, I met with many of the country's senior leaders, including President Hamid Karzai, as well as leaders in business and among women's groups. The challenges for Afghanistan, like many fragile or conflict-affected states, are huge, but it's critically important that we build on successes that we've achieved in the last decade. KANPUR, India -- I traveled to the banks of the Ganges River today to look at an Indian government initiative, supported by the World Bank Group, to clean up the sacred river. We're working with the government on this long-term effort -- an extraordinarily complex one in part because of the multiple sources of pollution that enter the river. It's part of our vitally important work in one of India's states, Uttar Pradesh, which is home to 200 million people. This state alone has 8% of the world's population living in extreme poverty. Walking out of Keflavik airport as the arctic breeze hit my face at 50 km per hour, I thought to myself, “I love my job.” A job that makes a tropical citizen like me enjoy the hospitality of the very warm Icelanders and allows me to learn from their experience is hard to top. With 320,000 citizens and just the size of the U.S. state of Kentucky, subpolar Iceland has a lot to teach us development practitioners.
We are only beginning to put together a vision for how to deal with the dilemma of a warming-- and therefore more unpredictable and punishing--climate and ever increasing energy needs. But Iceland has long ago put its mind to the challenge and now lives productively and peacefully in an environment that throws at it tremendous challenges and great gifts.
My appreciation of Iceland's strategy to make use of its environment and harness its renewable energy rose as I visited Hellisheiði Geothermal Plant. Feeling the rumbles of the earth and looking at the steam that puffed from its heart against the backdrop of a volcanic landscape, I was in awe both of nature and the people who have embraced its imposing power.

Although I have committed much of my career to the global fight against HIV and AIDS, this year's World AIDS Day is a special one for me in two ways. First, there's the remarkable news from UNAIDS that more than 8 million people globally are now on treatment, and 25 countries have achieved more than a 50 percent decline in HIV prevalence. With this progress, I am more optimistic than ever about our ability to end AIDS.
As the US government’s new blueprint for an AIDS-free generation demonstrates, today we have the science, the knowledge, the experience, and the tools to fight the epidemic. I was particularly happy to see that the blueprint included multi-year, sustainability strategies and that it stressed the need to support country leadership. With that leadership, and with a long-term plan owned by countries, these efforts can succeed.
