Dawn is responsible for the project management of the Open Data Institute’s (ODI's) Open Data Leaders’ Network, a global peer learning network for senior government leaders implementing open data initiatives in national and sub-national governments all across the globe. A contributor to providing guidance on open data policy making, she has worked on several reports, including, “Open data in government: how to bring about change: Exploring how organizational change within government can support and sustain open data initiatives in the long-term.”  Dawn has a MA in Public Policy from King’s College London, specializing in the study of health, education, and evidence-based policy
