Legal Reform Expert

Elaine is a legal reform expert working with the Governance GP and the DEC World Bank unit on justice and legal reform. Elaine currently works on justice reform and access to justice projects in the Western Balkans and Central Asia and on gender equality in agribusiness. Prior, she led a World Bank project on equality legislation and economic inclusion of minorities. Before joining the World Bank, Elaine worked on anti-trafficking legal reform and promotion of human rights in the Middle East and North Africa. Elaine holds a B.A. in International Relations and International Law from the University of Bologna, a M.A. in International Economics from Johns Hopkins University, School of Advanced International Studies (SAIS), and a LL.B. and LPC from the University of Law of England and Wales.
