Fernando was the Deputy Economic Attaché of Brazil in Washington, D.C., and has served as Managing Director for Brazil's Ministry of Economy. As Deputy Municipal Secretary for PPPs and Concessions for the city of Porto Alegre, Brazil, he was responsible for the municipality's PPPs program. He also worked as a Manager at Ernst & Young's Government and Infrastructure Division and as a Senior Consultant for KPMG's Government and Public Sector Team.
 
Fernando holds a degree in International Relations from Escola Superior de Propaganda e Marketing (ESPM) and a Master's in Public Management from Fundação Getúlio Vargas (FGV). He has an MBA in Strategic Marketing from Fundação Getúlio Vargas (FGV), an MBA in Business Management from Fundação Dom Cabral (FDC), and an MBA in PPP Projects from Fundação de Sociologia e Política de São Paulo (FESPSP). Fernando is currently pursuing a Master's in International Business and Policy at Georgetown University.
