Jose Antonio is currently an Advisor for the Payment Systems Development Group of the World Bank, and is the Head of the Program on Financial Literacy at Universidad Anahuac in Mexico City. In his current work for the World Bank, he is involved in advancing payment systems reforms in various countries and has contributed in a number of financial inclusion initiatives like the WBG-CPMI work on the Payments Aspects of Financial Inclusion.
From June 2009 to March 2012 he served as Deputy CEO at INFONACOT, a state-owned financial institution based in Mexico City that provides consumer loans to lower income workers. In this position, he was responsible for the Credit and IT departments. Prior to that, Mr. Garcia was a Senior Payment Systems Specialist at the World Bank from March 2004 to May 2009, where he provided technical and conceptual advice to over 40 World Bank clients for the reforming of their payment, remittances and securities settlement systems. He also led the work of the Secretariat of the G25 Group of Experts, coordinated by the World Bank, that produced the Guidelines for the Successful Regional Integration of Financial Infrastructures, and was involved in the World Bank-led task forces that prepared the General Principles for Credit Reporting, the General Guidelines for the Development of Government Payment Programs and, jointly with the CPMI, the General Principles for International Remittance Services.
Prior to joining the World Bank Mr. Garcia was a Senior Economist at the Centre for Latin American Monetary Studies (CEMLA) and a Credit Analysis Specialist at Banco Inbursa, both in Mexico City.
