Luis Carlos is a communications specialist with experience at the country, regional and international levels. He has worked for the World Bank in Latin America and the Caribbean, developing communication strategies for infrastructure and sustainable development and helping to raise the visibility of the Bank's work among key stakeholders in the region. He has developed communication and outreach strategies to promote sustainable development through issues and sectors such as energy transition, hydrogen, water, food security, and digital connectivity. Previously, he led the communications strategy for the energy sector at the Inter-American Development Bank in Washington, DC, positioning key areas of development and green growth in Latin America and the Caribbean.
