Munawer Sultan Khwaja is a fiscal economist at the World Bank where he leads the tax reform efforts in ECA. Earlier, he held served as Director of Tax Policy in the Ministry of Finance in India, Senior Fellow, Harvard Institute for International Development, Director of Central Fiscal Authority in the UN Mission in Kosovo, and Senior Manager, KPMG. He has taught courses on tax issues at Harvard's International Tax Program and a seminar at Oxford and has published extensively. He has an MPA from Harvard, a doctoral degree in Fiscal Economics from Université de Paris (Sorbonne) and a Law degree from Delhi University.
